CONDUCTING RALLIES ON 14-11-2018.
As per the call given by All Unions and Associations of BSNL Central Headquarters organizing Rallies at CHQ/Circle/SSA Hqrs. All the District Secretaries are requested to organize Rallies alongwith all Unions and Associations of BSNL on 14-11-2018. In Hyderaabad AUAB meeting held today and decided to conduct mass Rally from BSNl Bhavan at 11.30 AM. All the BSNL executives and non-executives are requested to gather at BSNL Bhavan before 11.30 AM.
All the District Secretaries are requested to take active part in conducting Rallies at all the SSA hqrs in coordination with leaders of all Unions and Associations of BSNL and make it grand success.
09.11.2018: Implementation of AUAB agitational call: AUAB has given a call of organizing Rallies at Delhi CHQ/Circle HQ/ SSA HQ levels on 14th Nov., 2018 demanding immediate resolution of following issues
1. Implementation of 3rd PRC in BSNL with 15% fitment benefit
2. Payment of Pension contribution on actual basic pay
3. Pension revision of BSNL Pensioners
4. 4G spectrum allocation to BSNL etc.
5. Left out items of 2nd PRC.
All the District Secretaries to organize rallies effectively by maximum participation at all the levels on 14th Nov., 2018 in coordination of all the Dist. Secretaries of unions and Associations and make it grand success.

002.11.2018::Meeting between the Secretary, Telecom and the AUAB:
A meeting between Ms.Aruna Sundararajan, Secretary, Telecom and the All Unions and Associations of BSNL(AUAB) was held today.
Com.P.Abhimanyu, GS/BSNLEU, Com.Chandeswar Singh, GS/NFTE, Com.K.Sebastin, GS/SNEA, Com. Prahlad Rai,GS/AIBSNLEA, Com. Ravi Shil Verma, GS/, AIGETOA, Com. Suresh Kumar,GS/BSNL MS, Com. Revti Prasad, AGS/BSNL ATM, Com. Rashid Khan, AGS/TEPU and Com.H.P.Singh, Dy.GS/BSNL OA participated in the talks on behalf of the AUAB.
From the DoT, Ms. Anuradha Mitra/Member(Finance), Shri Ravi Kant/ Member(Services), Shri.N.Sivasailam/Special Secretary and Shri R. K. Khandelwal/ Joint Secretary(Admn) Shri Pawan Gupta,Director (PSU),Shri Sanjay Agarwal,Director(Esst) of participated.
From the BSNL Management side, Shri Anupam Shrivastava/CMD BSNL, Ms. Sujata Ray/ Director(HR), Shri Saurab Tyagi/Sr.GM(Estt) , Shri. A.M.Gupta/ GM(SR) and Shri Sheo Shankar Prasad/DGM(Estt.) participated.
At the outset, the representatives of the AUAB pointed out that DoT failed to take appropriate action to implement the assurances given by the Hon’ble MoS(C) in the meeting held on 24-02-2018, in view of which the AUAB has been compelled to go on agitational programme. On the 3rd Pay Revision issue, the Secretary, Telecom assured that the Cabinet Note, for getting the approval of the Cabinet, would be sent at the earliest. The AUAB pointed out that within three months the Pay Revision issue has to be settled fully, otherwise, Parliament elections would be announced; settlement of Pay Revision would become difficult. Secretary informed that some queries are there from IFD, it will be raised by DoT to BSNL in a week and BSNL assured to reply all the queries within one week time ,As and when BSNL replies and after the discussion with CMD BSNL it will be processed. AUAB demanded the formalities of Cabinet memo to be completed before this month. Secretary, Telecom assured to act fast.
On the issues of allotment of 4G spectrum, Payment of Pension Contribution on the actual basic pay and Pension Revision issues, very useful discussion took place. On the 4G issue, the Cabinet Note has been sent for inter-ministerial consultation, and at the earliest it will be sent for the approval of the Cabinet. On the issue of Payment of Pension Contribution on actual basic pay instead of maximum of the pay scale , the matter is being recommended for the approval of the Department of Expenditure, with a positive note of the DoT, by next week. On the Pension Revision of BSNL retirees, the Secretary Telecom appeared to be convinced with the arguments of the AUAB, that it should not be linked with the Pay Revision of the serving employees. She directed the Member (Services) to immediately discuss the issue with her. On the 30% Superannuation benefits for the Directly Recruited employees, the Secretary Telecom said that it should be settled by the BSNL. Thereafter CMD assured to examine another 2%.
After the meeting with the Secretary, Telecom, the meeting of the AUAB was held. The meeting expressed it’s satisfaction about the discussions on the issues of Allotment of 4G spectrum, Payment of Pension Contribution and Pension Revision. However, the meeting viewed that there is no improvement in the matter of 3rd Pay Revision. Hence, the meeting decided to go ahead with the agitational programme of Rally on 14.11.2018. The meeting called upon the employees to effectively organise the rallies on 14-11-2018. It is decided that the AUAB will again meet on 14-11-2018, to review the situation.
In addition to the above issues Com GS discussed the issue of replacement of E-1 by E-2,E2A by E-3 and upgradation of subsequent pay scales E-3byE-4,E-4 byE-5,E-5 by E-6 and E-6 by E-7 as per the proposal of BSNL sent on 6-6-2016 .He pleaded that downgrading of the pay scales from E-1A to E-1 and E-2Ato E-2 has degraded the caders Secy(T) directed SST to re look in to the matter. Com GS also apprised Secy(T) that despite the assistance given by Hon’ ble MOSC a writ petition has been filed by DoT in tn the Hon’ble High court Delhi against the PBCAT ND judgement in withdrawal of the additional increments in the same pay scale under EPP.Secy(T) assoured to look into the matter.During discussions Com GS AIBSNLEA actively participated along with other General Secretaries.
Organisational decisions of the AUAB:
Prior to the meeting with the Secretary, Telecom, a meeting of the AUAB was held at NFTE’s office, under the chairmanship of Com. Chandeswar Singh, GS, NFTE BSNL. After finalising the strategy to be adopted in the meeting with the Secretary, Telecom, the meeting discussed about the ways and means to strengthen the unity of the AUAB and its functioning. After detailed discussion, the following decisions are taken unanimously:-
(1) Com.Chandeswar Singh, GS, NFTE BSNL, is elected as the Chairman of the AUAB.
(2) Com.P.Abhimanyu, GS, BSNLEU, is elected as the Convenor of the AUAB.
(3) Notices for struggles will go with the signatures of all the General Secretaries of the constituents.
(4) All other letters / communications to the BSNL Management/ DoT / Government, will be signed by the Chairman and the Convenor.
(5) AUAB should immediately be formed at all circles and districts, wherever it is not formed so far. As regards the posts of Chairman and Convenor, the pattern adopted at the All India level should be adopted at the circle and district levels also.
22.10.2018 : Meeting with CMD BSNL: GS, President, met CMD BSNL and discussed regarding:
(a) Promotion from AO to CAO: We expressed our serious concern against non- issuance of the promotion order from AO to CAO even after the stay order vacated from Hon’ble CAT Chandigarh one and half month before. The AOs promoted in the year 2003 and 2005 are still waiting for CAO promotion. We explained him about the stalemate created in Pers / SEA Cell of BSNL Corporate Office on SC & ST roster implementation after the Judgement delivered by the Hon’ble Supreme Court and on the pretext of Senior Advocate opinion. CMD after detailed discussion assured to discuss the matter with Director (HR) for an early solution.
(b) CPCs in all the streams of BSNL: We requested CMD BSNL to allow holding of CPCs in all the disciplines of BSNL to the eligible executives for their promotion in the next higher grade. CMD BSNL after discussing the status of the various court cases pending, assured that after the settlement of these pending court cases the process of CPCs will be considered.
(c) Implementation of 3rd PRC in BSNL, Pension Revision, Payment of Pension Contribution on actual basic and Allotment of 4G Spectrum etc.,: We apprised CMD regarding meeting with Hon’ble MOSC(I/C) and meetings in DOT. We requested CMD BSNL to use his good office in DoT/MOSC office for getting implementation of 3rd PRC in BSNL and settlement of other issues. CMD, BSNL mentioned that he will discuss the matter with Hon’ble MOSC(I/C) and will try to arrange a meeting on 29.10.2018.
d) Financial Viability of BSNL: We appraised him about our Seminar on “BSNL at Your Door Step” arranged by AIBSNLEA Tamilnadu Circle at Madurai which was inaugurated by the CGM TN Circle and PGM Madurai on 13.10.2018. More than 200 Executives attended the Seminar. We also expressed our serious concern against Revenue dip in Kerala circle also in this Financial Year. CMD appreciated the efforts taken by the AIBSNLEA and mentioned that Kerala Circle should continue to provide 4G Service to our Customers with the available resources. He further empathized that we should market our available Services in a aggressive manner because the BSNL Services are still better than any other Service Provider.
22.10.2018 : Meeting with Director (HR) BSNL Board: GS, President and AGS (Finance) met Director (HR), BSNL Board and discussed regarding
A) AO to CAO Promotion: We resented against the delay in the process of promotion from AO to CAO by SEA Cell BSNL C.O. on the pretext of legal opinion. The stay order was vacated by the Hon’ble CAT Chandigarh one and half month before but the promotion orders are not being issued. Director (HR) mentioned that after our last meeting she has already directed Sr.GM(FP) to discuss the matter for an early resolution but last week Sr.GM(FP) was on leave and in this week itself some decision will be taken to issue AO to CAO Promotion.
B) Consideration of request/ tenure transfers of AOs /CAOs/ DGM (F)s: We requested DIR (HR) for the consideration of request/ tenure transfers of AOs /CAOs/DGM(F)s. Also expressed our serious concern against the transfer orders issued by SEA Cell on “Pick & Choose” method. DIR (HR) informed that GM(SR) was asked to take the para wise comments on our letter dated 9.10.2018 from Sr.GM(FP) and the same has been now received which will be examined and judicious decision will be taken shortly.
C) Delay in reimbursement of medical claims: We expressed our serious concern against the delay in reimbursement of the medical claims of BSNL serving employees for the last 2-3 months and BSNL pensioners for last six months respectively.. We requested to timely release funds against medical claims. Dir (HR) mentioned that Management is seriously taking efforts to obtain Loan from Banks for meeting the latest financial crunch and assured that all the pending medical claims will be settled in the next month November 2018.
D) Implementation of 3rd PRC in BSNL, Pension Revision, Payment of Pension Contribution on actual basic and Allotment of 4G Spectrum etc.,: We requested DIR(HR) to use her good office in DOT for the settlement of 3rd PRC in BSNL, Pension Revision, Payment of Pension Contribution on actual basic and Allotment of 4G Spectrum etc.Dir (HR) informed that in last week i.e., on 17.10.2018 she attended a meeting with Hon’ble MOSC(IC) in the presence of Secretary (Telecom ), Member (Finance), SST and other Senior Officers of DOT with reference to revival of BSNL wherein she pleaded that BSNL should be allowed to take Loan from Banks with the Letter of Comfort to meet the OPEX. During discussion DOT Officers informed that the 3rd PRC proposal approved by the BSNL Board will be returning back to BSNLfor their own consideration. But without the settlement of excess payment towards the Pension contribution and allowing BSNL to take Loans from Banks how this issue can be settled by the BSNL. Thus she advised to further take up the matter with the Hon’ble MOSC(IC) only to settle these issues at DOT level itself because these are under the purview of DOT only.
GM (SR) & OSD were also present in the meeting.

09.10.2018 : AIBSNLEA Meeting with Shri Manoj Sinha Ji, Hon’ble Minister of State for Communications (I/C), Govt. Of India:
GS, President, AGS (Fin) and AGS(DR) met with Hon’ble MOSC (IC) Shri Manoj Sinha Ji for early settlement of various issues viz. (i) Implementation of 3rd PRC with 15% fitment benefit in BSNL(ii) Revision of pension of BSNL Pensioners (iii) Payment of pension contribution on actual basic Pay (iv) Allocation of 4G spectrum to BSNL (v) Payment of pension through existing Banking CPCs instead of CCA
Hon’ble Minister mentioned that BSNL should have serious approach towards Its Revival. BSNL has to grab the opportunity through “BSNL Wings” and FTTH connections and increase its revenue as finally burden will come only on BSNL. BSNL should increase its CFA customer base from 1 crore to 1.5 crore during next 8 months to increase its revenue. In mobile segment there is stiff competition. We insisted that about 20 lakhs people dependent on BSNL and are watching with hope towards Hon’ble Minister. We requested that Hon’ble Minister can only decide the fate of these 20 lakh people as approach of Bureaucracy is always as per line of rule book.
After detailed discussions, Hon’ble Minister assured that after arrival of Secretary (T) from US tour on 14.10.2018, he will hold a meeting with Secretary (T) and CMD, BSNL. Unions and Associations may also be invited for aforesaid meeting and try to resolve issues at earliest. On our pleading Hon’ble Minister assured to give good news within this month itself.
We provided all the letters addressed to Hon’ble MOSC (IC) on above issues which he marked to Shri Saket Kumar , PS, (IAS) to conduct above meeting .

25.09.2018 :AUAB Call On ‘BSNL at Customer’s Door Step’ was inaugurated on 24.09.2018 by BSNL Brand Ambassador Ms. Mary Kom – an Indian Olympic boxer in BSNL Corporate Office, New Delhi in the presence of CMD BSNL, Director(HR), All Head of Circles & the representatives of AUAB.
From AIBSNLEA side GS, President, AGS(F) & AGS(DR) attended the function. As per the call given by AUAB & endorsed by BSNL Management has to be implemented sincerely by all the BSNL employees for the growth of BSNL & increase of revenue.
25.09.2018 :Meeting with DOT Nodal officers: GS, President met the Nodal officers of DOT and discussed regarding
(a) Implementation of 3rd PRC in BSNL with 15% fitment benefit: We confirmed that the reply to the queries raised on the issues of financial condition of BSNL by the internal finance of DOT has again sent to Internal finance of DOT for consideration. It is understood that further action for moving a Cabinet Note by DOT can take place only after the clearance of internal finance of DoT.
(b) Allotment of 4G Spectrum to BSNL: It was informed that some action by DOT is being taken for allocation of 4G Spectrum to BSNL in accordance with the judgment of Hon’ble Supreme Court wherein it has been directed to DOT to allocate Spectrum after bidding process only. It is understood that Legal Opinion in this regard is likely to be obtained by DOT which may take time.
25.09.2018 :Meeting with DDG (Budget) & Director (TPF), DoT: GS, President met DDG (Budget) & Director(TPF) DOT and requested to give clearance on the proposal of BSNL Board for the implementation of 3rd PRC in BSNL with 15% fitment benefit. They mentioned that the reply from Director (PSU) on BSNL’s reply on the issues of financial condition of BSNL has been received in their section on 21.9.2018. They assured that the file will be cleared within this week.
25.09.2018 :Meeting with DDG (Establishment) & Director (Estt) DoT: GS & President met DDG (Estt) & Director (Estt) DOT and discussed regarding
A) Pension revision of the BSNL Pensioners: We requested DDG (Estt) & Director (Estt) DOT to delink the Pension revision of BSNL Pensioners from 3rd PRC revision. DDG (Estt) informed that some queries have been raised by DOP&W in this regard, but their queries are yet to be replied. We requested them to reply DOP&W at the earliest to resolve the issue. Director (Estt) further mentioned that they have submitted a proposal to DOP&W explaining that the Pension revision of BSNL Pensioners may take place after the revision of Pay of BSNL Employees. In this regard only DOP&W has asked some queries which will be replied shortly by DOT. But they were firm to their views that revision of Pension of BSNL Pensioners can take place after the revision of Pay Scales of BSNL Employees only.
B) Payment of Pension Contribution on actual basic pay instead of Maximum Pay:
We requested DDG (Estt) to consider the request of BSNL for the Payment of Pension Contribution on actual basic pay instead of Maximum Pay. DDG (Estt) informed that the file has been sent to Internal Finance wing with positive note as per DOP&T orders for comments and there after only it will be sent to DOE for clearance.
25.09.2018 ::Status of the Independent Subsidiary Tower Company case: Writ Petition No.5758/2018 filed by AIBSNLEA and other Associations of BSNL against the formation of Independent Subsidiary Tower Company of BSNL and appointment of Shri Amit Yadav, JS (A) as CMD of the Independent Subsidiary Tower Company of BSNL is came up for hearing today in the Court No.5 of Hon’ble High Court Delhi and posted for next hearing on 31.1.2019.
25.09.201 Status of DE to DGM(T) Stay order case : The MA filed by BSNL Corporate Office, New Delhi in Hon’ble CAT Chandigarh for the vacation of stay in DE to DGM(T) promotion came up for hearing today in Hon’ble CAT Chandigarh and posted for hearing vide Sl.No.51 on tomorrow (26.9.2018)
24.09.2018: Status of DE to Dy.GM Court Case: The MA filed by BSNL Corporate Office, New Delhi in Hon’ble CAT Chandigarh in DE to DGM promotion case will come to hearing on tomorrow.
19.09.2018Meeting with Director(HR), BSNL Board: GS, President met Director(HR) BSNL Board and discussed regarding:
a) AO to CAO Promotion: We expressed our serious concern against the delay in issuing Promotion orders from AO to CAO even after the stay order has been vacated by the Hon’ble CAT Chandigarh. Director (HR) mentioned that Sr. GM(FP) is expediting the CPC but on the verdict of the Hon’ble CAT Chandigarh and on SC/ST roster implementation the legal opinion has been sought from a Senior Advocate which will be received within 2-3 days and there after the Promotion order to fill-up the vacant CAO Posts will be issued immediately. We are expecting AO to CAO Promotion order in the next week only.
b) Holding of CPCs in all the disciplines through upgradation: We requested Director (HR) for issuing Promotion orders in all the disciplines through upgradation. Director (HR) mentioned that promotions through CPCs were being issued by upgradation also but meanwhile some Associations opposed CPCs and some individuals filed Contempt cases, which has stalled the process. However, today in the SC/ST Parliamentary Committee meeting in Parliament these two issues were raised, i.e., promotions through upgradations and SC/ST roster in CPSU Cadre Hierarchy wherein CMD BSNL replied that upgradation in all the Cadres simultaneously is under consideration and SC/ST roster applications in CPSU Cadre Hierarchy is being examined in BSNL which will be sent to DOT for clearance and thereafter it will be notified. Dir (HR) assured that efforts will be made to fill up the vacant posts through CPCs.
17.09.2018 Meeting with OSD to Hon’ble MOSC (I/C):
AIBSNLEA representatives and GS AIRBSNLEWA met OSD to Hon’ble MOSC (I/C) and discussed regarding Implementation of 3rd PRC in BSNL with 15% fitment benefit, Revision of Pension of BSNL‘s Pensioners ,Payment of pension contribution on actual Basic Pay instead of maximum basic pay and Allotment of 4 G spectrum to BSNL. We submitted our letters dated 10.09.2018 on 3rd PRC enclosing the DPE letter dated 18.04.2018 on affordability clause for BSNL and our letter dated 05.09.2018 on pension revision of BSNL IDA pensioners .
After detail discussions OSD assured to arrange the meeting with Hon’ble MOSC (I/C) for discussion on the above issues shortly.
17.09.2018Meeting with DDG (Budget), DoT:
AIBSNLEA representative and GS AIRBSNLEWA met DDG (Budget), DOT and requested to give clearance on the proposal of BSNL Board for the implementation of 3rd PRC in BSNL.
DDG (Budget) mentioned that the reply of BSNL was put up by JS (Admin) to internal finance but some more clarification has been asked from the nodal section of DOT. He assured that after receiving the case he will look into.
17.09.2018Meeting with officers of nodal section of DOT: AIBSNLEA representatives and GS AIRBSNLEWA met the nodal officers of DOT and discussed regarding
(a) Implementation of 3rd PRC in BSNL with 15% fitment benefit: we confirmed that the file has been received from internal finance of DOT wherein they sought some clarifications in BSNL’s reply on the issues of financial condition of BSNL. Which will be further clarified within 2-3 days to the internal finance of DoT for consideration .it is understood that further action for moving a Cabinet Note by DOT can take place only after the clearance of internal finance of DoT only.
(b) Allotment of 4 G Spectrum to BSNL: it was informed that some action by DOT being taken for allocation of 4G Spectrum to BSNL in accordance with the judgment of Hon’ble Supreme Court.
17.09.2018Status of Court cases on AO to CAO , SDE to DE and DE to DGM: Today Hon’ble CAT has issued the written judgment on AO to CAO promotion wherein stay on promotion has been vacated with an interim order that promotions of AO to CAO can be made subject to outcome of OA. SEA cell BSNL CO today immediately filed CAVEAT in the Hon’ble High court Chandigarh. SEA Cell BSNL CO will issue AO to CAO promotion shortly.
SDE to DE contempt case : The contempt case has been listed for hearing 27.09.2018 for which rejoinder is being filed by BSNL CO shortly .
DE to DGM(Engg) stay on promotion: the case has been listed in the Hon’ble CAT Chandigarh on 29.10.2018. With the efforts of AIBSNLEA , Director( HR) has directed Pers Cell BSNL CO to file an MA for preponement of the hearing date Accordingly Pers. Cell BSNL CO will file MA based on AO to CAO stay vacation order in the Hon’ble CAT Chandigarh by tomorrow for preponment of hearing date and vacation of the stay order on promotions.
12.09.2018 Meeting with Sr .GM (FP), BSNL CO regarding to AO to CAO promotion:
A) GS, President and AGS (Fin.) met Sr. GM FP and discussed regarding AO to CAO promotions and requested to issue promotion order to CAO Grade.
Sr. GM(FP) informed that the proposal to fill up the vacant CAO posts about 600 has been approved by the Competent Authority for expediting CPC. SEA Cell has already called the VCRs of the eligible candidates from CVO. Sr.GM(FP) today met personally with CVO CO, BSNL for issuing VCRs at the earliest. Sr. GM(FP) mentioned that VCRs are expected to be received by day after tomorrow and after conduction of CPCs and approval of minutes by the Competent Authority, the promotion orders may be issued in the next week only.
GM(Pers) in our last meeting held yesterday informed that the upgradation of the posts in all the disciplines, decision will be taken by the Competent Authority only.
It is understood that the Competent Authority is not happy due to filing of the Contempt cases against CMD BSNL, Director(HR) and other Officers for issuing the promotion orders on JTO to SDE and SDE to DE. The contempt cases have been filed in the Hon’ble CAT Ernakulam and Hon’ble CAT, Chandigarh by some DR. JTOs and Shri Ramesh Kumar, SDE & District Secretary, SNEA Rothak, Harayana respectively. So it seems that till the time contempt cases are not withdrawn or disposed off no upgradation of posts will be taken by the Competent Authority.
B) Utilization of MT quota CAO Posts to Seniority quota promotions: We requested the Sr.GM(FP) to take the approval of the Management Committee of BSNL Board for the utilization of 336 MT quota CAO Posts to Seniority quota promotions till the time diversion of theses posts is approved by the BSNL Board and decision on upgradation to CAO Posts are taken. Sr.GM(FP) assured to look in to the matter.

10.09.2018 ::Meeting with GM (Estt.) BSNL C.O.:
GS, President met GM (Estt.) BSNL C.O. New Delhi and discussed regarding implementation of FR22(1)(a)(i) for the officiating JTOs as per the Judgement delivered by Hon’ble CAT Ernakulum bench and uphelded by the Hon’ble High Court Kerala and Hon’ble Supreme Court. GM (Estt.) mentioned that the recent Hon’ble Supreme Court Judgment in this regard was sent to CGM (Legal) for legal opinion and they opinioned to file review petition in the Hon’ble Supreme Court. Now Estt. Cell has proposed to the competent authority for its implementation .The decision is yet to be received by Estt. Cell from the competent authority. He assured that as soon as this judgement for Kerala is implemented it will be generalized for all the officiating JTOs in BSNL.
|10.09.2018 ::Meeting with CMD BSNL : GS, President & AGS (Fin) met CMD BSNL and discussed regarding
A) Holding of CPCs from AO to CAO, JTO to SDE, SDE to DE and DE to DGM(T)) and other equivalent cadres: We requested CMD BSNL to promote all the eligible executives of all disciplines to their next grade through CPCs by filling up the vacant posts and by upgradation of requisite number of posts in the next grade. CMD BSNL after some discussions on the status of the pending court cases assured to get examine the matter.
Regarding AO to CAO Promotion, we appraised CMD that the screening of about 1405 has been completed by the SEA cell thus the promotion orders should be issued at the earliest. CMD assured to look in to the matter.
B) Implementation of 3rd PRC with 15% fitment benefit in BSNL: we appraised the CMD BSNL regarding AIBSNLEA meeting with Hon’ble MOS (Water Resources) Shri. Arjun Ramji Meghwal and his assurance for arranging an early meeting with Hon’ble MOSC(I/C). CMD appreciated our efforts and assured his full support.
|10.09.2018 ::Meeting with Sr.GM(FP): GS, President & AGS(Fin) met Sr.GM(FP) and discussed regarding AO to CAO promotion. We requested Sr.GM (FP) to process the proposal for upgradation of 1200 Posts to CAO grade to reduce the stagnation. Sr.GM (FP) mentioned that at present the proposal to fill up all the vacant CAO posts is being sent to the Competent Authority for approval. There after the proposal of the upgradation of posts to CAO will be processed. We requested Sr.GM (FP) that both the proposals can be moved simultaneously to avoid the delay. She assured that after discussion with the Competent Authority she will process the upgradation proposal. We requested an early action in this regard.|
|10.09.2018 ::Meeting with DDG (Estt), DOT: GS & President met DDG (Estt), DOT and discussed regarding the revision of Pension of the BSNL Pensioners. DDG (Estt) informed that the reply to DOP&W of their queries are yet to be replied. We appraised him about the reply received from DOP&W regarding the ruling position of CDA Pension revision and IDA pension revision. He assured to look in to the matter.|
|10.09.2018 :: AIBSNLEA Meeting with Sri Arjun Ram Meghwal Hon’ble Minister of State for Water resources: GS, President, AGS (Fin) met with Sri Arjun Ram Meghwal Hon’ble Minister of State for Water resources and requested him to use his good office for arranging a meeting with Hon’ble MOSC (IC) Sri Manoj Sinha Ji for reconsideration of 3rd PRC with 15% fitment benefit in BSNL, Revision of pension of BSNL Pensioners, Payment of pension contribution on actual basic Pay and allocation of 4G spectrum to BSNL. After detailed discussions Hon’ble Minister of State for Water resources assured to arrange a meeting with Hon’ble MOSC (IC) Sri Manoj Sinha Ji within 2-3 days to discuss the above issues. 07.09.2018 Congratulations!!!!!! AO to CAO Promotion stay is vacated by Hon’ble CAT Chandigarh today. AIBSNLEA persistent efforts yielded result. On request of AIBSNLEA, Director(HR), BSNL Board directed GM(FP) & DGM(SEA) BSNL Corporate Office, New Delhi to attend the court in person. Accordingly, GM(FP) & DGM(SEA) met BSNL’s Advocate yesterday and briefed the MA filed by BSNL for getting stay order vacated.
AIBSNLEA will continue its efforts for getting CPC expedited from AO to CAO Shortly.

BRIEF REPORT OF THE 3rd CENTRAL WORKING COMMITTEE MEETING OF AIBSNLEA HELD AT DEHRADUN FROM 18TH AUGUST, 2018 TO 19TH AUGUST, 2018:
The 3rd Central Working Committee Meeting of AIBSNLEA held at ‘Dev Bhoomi’ Dehradun, Uttaranchal on 18thAugust, 2018 and 19th August, 2018. The Flag Hosting was done by the Com. President and the General Secretary. After the flag Hosting, Com. President in his opening remarks told about the achievement of the AIBSNLEA for the promotion of more than 12000 Executives in last one month span. He requested all to use their positive gesture in enhancing the membership of the AIBSNLEA. He requested all to go through the agenda and involve themselves for the positive participation in the CWC deliberations till end for getting the fruitful results. Com. President mentioned that due to the historical achievements, the believe of executives on AIBSNLEA has increased.
Com. Brij Mohan Dhyani, CS Uttaranchal and Host of the CWC Meet, delivered the welcome address. In his address Com. Dhyani welcomed all guests coming to Dev Bhoomi- Dehradun, from all nook and corners of the country. He told that although the UTTARANCHAL is small Circle but he has tried his level best to make the CWC a comfortable one. CP Uttaranchal Com. L.K. Thapaliyal Ji welcomed the President CHQ by garlanding. CWC Uttaranchal Bisit Ji welcomed the GS AIBSNLEA by garlanding. All CHQ office bearers, Advisors and consultants were warm welcomed by garlanding the Host Circle. Haldwani branch and CWC Uttaranchal Bisit ji presented shawl to GS. All CWC participants were welcomed by presenting Uttaranchal traditional CAP.
After the welcome program Com President appealed all to go through the agenda and tell about the modification. CWC approved the agenda program. One minute silence was observed in the memory of departed comrades.
Self introduction was made by all the comrades on the appeal of President CHQ. All the CWC participants made their self introduction.
After the self introduction the CWC Dehradun confirmed the minutes of the CWC Thiruvanatpuram. CWC Dehradun unanimously confirmed the minutes.
Com. President appealed all the Circle Secretaries to deposit the legal and Diary payments.
Com. Ganeshan from Chennai donated Rs 15000 to CHQ.
Most of the Circles actively participated and placed their report in the CWC Meet at Dehradun expect A&N Circle, ALTTC GZB Circle and J&K Circle due to unavoidable reasons.
After completion of the Circle Secretary reports, Com. President requested Com. GS to Summed up.
Com. GS Summed up with the reply of the queries raised by all the Circle Secretaries.
On the issue of the DGM to Jt. GM promotion, Com. GS informed that we are perusing the case. Com. GS told that after the persuasions of AIBSNLEA only the promotions of JTO to SDE LDCE quota (about 2000) has issued. In SCF 3000 JTOs of 1999 batch have promoted. DRs were not been taken into consideration by the intervention of SCF by the SNEA. We demanded to promote list No. 8 and 9 and Management agreed on list no. 8 but SNEA raised the issue to bring parity among the cadres in promotions, which has derailed the process. Earlier SNEA was impressing the management to implement the CPSU Cadre Hierarchy w.e.f. 31st July, 2018 but when they get failed in getting its implementation then to stop the promotions through CPCs they demanded parity. The fact remains that there was never parity among the various cadres in promotions due to various reasons even that prevailed in DoT. Management got disappointment due to such attitude of the Majority Association and stop the promotion through CPCs. AIBSNLEA continued to pursue with CMD BSNL , Director(HR) , GM(Pers.) for issuing the promotions through CPCs in all disciplines and to maintain equalization in the cadres as far as possible. AIBSNLEA also extended its sincere gratitude and thanks to the managements for issuing 12,000 executives promotions within a month time, which has became a history. AIBSNLEA is also demanded implementation of CPSU Cadre Hierarchy but before its implementation all the existing eligible executives should be promoted to the next grade as per the existing RRs. We also briefed the management that in case CPSU CH is implanted without conducting CPCs there will be court cases and in case the stay order is granted then BSNL Management will not be in a position to issue any promotion order through CPCs or CPSU CH. BSNL Management has appreciated our concern and assured to examine our apprehensions and for an early action in this regard.
AIBSNLEA efforts will continue to ensure holding of CPCs for the promotion for all the eligible executives before implementation of CPCU CH to provide their service waitage and financial benefits.
Com. GS told that AIBSNLEA played a big role in vacating the stay on JAO to AO promotion and 2300 promotions took place. In AO to CAO Court case BSNL Management filed the MA on our persuasion only. Stay order date on catch up Rule of DE to DGM hearing is 05.09.2018. DE to DGM contempt case date of hearing is 07.09.2018. AIBSNLEA impledment in AO to CAO case will derail the process. GS informed that we will pursue the matter of GM (TR) in AP Circle. GS assured to take up the issue of posting new staff at BRBRAITT.
Regarding one day salary to Kerala calamity, Com. GS informed that we will support the donation of one day salary to Kerala Calamity. GS explained that the meeting at Jaipur was extremely necessary due to MV and was held by the approval of President and CHQ Office Bearers at ND. GS explained that the meeting at Delhi was also necessary for the issuance of the promotions before 30.06.2018. So it was not the wasteful expenditure at that time. To have second line leadership, Com. GS explained that AIBSNLEA have five Asstt. General Secretaries along with 15 CHQ Office Bearers who are leading the organization and they are available to serve the association as second line leadership if required.
Regarding the legal fund Com. GS told that now the subscription is directly coming to CHQ so that we have funds but there are so many legal cases AIBSNLEA is fighting. Now Rule 206 has been misinterpreted by the BSNL CO. Thus seprate legal fund is must.
GS assured to take up the matter of Hungama Service with Management. GS assured to takeup the matter of delayed GPF payment in HP Circle. GS informed that 28.08.2018 Board Meeting the AD (OL) case will be taken up. Com. GS assured that on E-2 & E-3 payscales revised proposal has been again sent to DPE and we will discuss the case with Secy (T). GS assured that soon our DRs will get the benefits of 7% SAB. GS assured to pursue the matter of Rs. 22820 pay with CMD BSNL. GS assured to take up the Android mobile phone matter with Mgmt. For GTI GS told that we are perusing the case. We will discuss the Death Relief Fund with the Management.
GS assured that we will discuss the case of Special CL but the Majority Association is mounting the pressure on the Management not to deviate REA Rule-2014. GS assured that we will discuss the case of special recruitment drive. GS asked Com. Sukaisema to send the letter of CGM NE-II for tenure problem.
GS explained that Account must be audited from Jan to Dec. GS explained that this monitoring system is very good for financial excellence.
GS informed that shortly a software is being launched for transparency in the IQ booking system.
GS advised all the Circle Secretaries to start the Circle Websites of AIBSNLEA, it is needed in the competitive environment .

Point 2.6 Com GS informed that For Diary 2019 the orders have been placed and diary will be dispatched to the Circles by the begging of Dec., 2018 with improved quality.
2.9 Venue of AIC- President and GS asked the voluntariness for the next AIC. Four Circles came with the proposals.

AP and Telangana Circle informed that they can hold the conference in the Vijaywada but the financial constraint will be there, which cannot be assumed at this juncture. On this situation the various Circles assured financial help to the host Circle for making 6th AIC a grand success.
GS informed that tentatively next AIC will be in the month of Jan.- Feb. 2019 either in Vijayawada or Hyderabad.
Welfare Scheme- GS told that the scheme is to be implemented as per the committee report with a unique number (May be HR number) to every member.

Com. Alkendra Singh, Advisor in his address congratulated the GS AIBSNLEA for the untiring efforts for the mega promotions. He requested the Dias to take the matter of left out cases for the C/E wings. He also requested for the AO to CAO DPC and clear the bottleneck. He stressed for the energy conservation and energy saving for the BSNL. He requested to fill the SE level posts for the C/E/Arch wings.
Com. Narendra Advisor:- He appreciated the efforts of the GS and CHQ team for the efforts done for the mega promotions. He requested all to explore the possibilities to finish the pending DPCs. He mentioned that we should take the initiative to find out the possibilities to clear the court case.
Com. Guruprasad, Advisor in his address endorsed the view of Com. Narendra and suggested that the stay is not vacated. AOs drawing CAO scale may be designated as CAO.
Com. President explained the efforts made by GS AIBSNLEA for expediting the CPCs. He told that AO to CAO DPC cannot be compared with SDE to DE CPC. Com. President told about the factual position in the AO to CAO DPC. 7800 vacancies are available in SDE cadre as on date.
Com. GS explained about the status of the standard pay scale, 22820 pay scales to post 2007 and 2008 batch. The matter is pending with Director(HR) for consideration.
Com. Karan Singh, Advisor explained in detail the 206 case and requested to implement the decision of the court in the matter of 206 case.
GS AIBSNLEA described the procedure for relaxing the affordability clause. AUAB is supporting us in this mission. We have to peruse it in DoT beurocracy. The fact remains that other then AIBSNLEA no Union or Association is perusing it in DoT.
Inordinate Delay in settlement of Disciplinary cases- GS AIBSNLEA told that now the pendency is reduced. He asked for the details of such cases.
GS told that the Office accommodation of BSNL CO was started by the efforts of AIBSNLEA. We have requested the Management to provide the same facilty to Circle also. GS appealed all Circle Secretary to peruse with the respective CGM.
GS told that the winding up of assets of all Associations is pending. GS told that we should discuss the possibility of our own accommodation. CWC suggested not to have associations accommodation in view of the previous bitter experience in this regard.
Com. GS deliberated about the scenario after the Membership Verification and requested all the Circle / District Secretaries to concentrate for enrolling more members in our association by explaining the efforts of AIBSNLEA in getting 12000 executives promotions.
GS described that initially the apprehension that the creation of tower subsidy will reduce the asset of the BSNL and it will fragment BSNL. So AUAB protested it. Only BSNL Board can decide the CMD of subsidiary company but DoT arbitrarily appointed an IAS officer as CMD of the subsidiary company. This created the panic. We protested against that. CMD BSNL also wrote to DoT about the difficulty to rectification of this appointment process due to strong protest of BSNL’s Unions & associations. GS described in detail the status of the subsidiary tower company matter.
GS concluded the General Secretary Report and it was approved by the house.
Com. T C Jain FS presented the audited account, which was adopted by the House with few suggestions.
CWC unanimously decided the continuation of CHQ Office bearers in the present CHQ body even after their retirement till the next All India Conference as per the provisions of the constitution of AIBSNLEA.
A resolution was moved by Chennai Telephone Circle in appreciation of the host Circle for making best boarding and lodging arrangements to the CWC Members for their comfortable stay which was seconded by Kolkata TD Circle/West Bengal Telecom Circle, which was unanimously approved by the House. At last Com. GS & President extended their sincere gratitude and thanks to the Host Circle Uttrakhand and all the participants for making CWC Dehradun a grand success and call upon to meet next AIC at VijayaWada. 13-08-2018 ITPC DISTRICT CONFERENCE.
ITPC District branch meeting held on 13-08-2018 in the ITPC TRC hall. Meeting attended by Circle Secretary and ACS Fin. and Com.B.S.Reddy AGS (Engg). All the members were present in the meeting.
CS addressed the meeting and discussed on the latest issues taken up in the circle. AGS (Engg) addressed the gathering and gave very useful information in detail on the last issues like, CPCs, 3rd PRC, Viability of BSNL and status of CPSU Cadre Hierarchy etc.

Ist CEC meeting of Telangana Circle was organised on 11th August 2018 at Hyderabad Vysya Youth Association Hall. CEC presided over by Circle President Com.K.Rammohan. CEC started with flag hoisting by Com.K.Rammohan circle president. Com. B.S.Reddy AGS (Engg) and Com.J.Saibaba Consultant CHQ attended the CEC from CHQ side. All the circle body alongwith Com.B.S.Reddy and Com.J.Saibaba were welcomed to the dais by Com.Syed Basha Vali ACS (Engg) by presenting bouquets.
Com.K.Rammohan Circle president in his welcoming address welcomed all the participants and also explained the significance of the CEC conducting at this crucial juncture.

09.08.2018:FR-22(1)a(i) Pay Fixation Case of Offg. JTOs:
Hon’ble Supreme Court dismissed the SLP filed by BSNL Corporate Office against the Hon’ble High Court Kerala judgment regarding FR-22(1)a(i) Pay fixation case of Offg. JTOs of Kerala Circle. AIBSNLEA had already requested BSNL Management for implementation of Hon’ble Kerala High Court judgment but on the basis of legal opinion BSNL filed the SLP in the Hon’ble Supreme Court. We congratulate our JTO members for their victory.

After detailed discussion, the following decisions are taken unanimously.
1. The meeting unanimously disagreed with the letter written by the GS, FNTO and the GS, SEWA BSNL, to the Secretary DOT and CMD BSNL, withdrawing from the agitation called on by the AUAB, and also informing that their scanned signatures were used in the notice for the agitation, without their consent. Further the meeting suggested that, the GS,FNTO and GS,SEWA BSNL should come to the meeting of AUAB for discussing their views.
2. The meeting reviewed the demonstration held on 11-07-2018, the three day Relay Hunger Strike held from 24th to 26th July 2018, as well as the meeting held between the AUAB and the Hon’ble MoSC(I/C), on 01-08-2018 and expressed it’s satisfaction. The meeting decided to write to the Secretary DOT, expressing dissatisfaction that, despite efforts were taken by the AUAB, to hold a meeting with her, the Secretary DoT, has not met the AUAB, not even once in the past 5 months. The meeting also decided to seek a meeting with the Secretary DoT immediately, and decided to give call for the next phase of agitation, in case the meeting does not materialise.
3. The meeting finalised the text of the letter, addressed to the CMD, BSNL, demanding implementation of austerity measures for the top officers of the company.
4. The meeting finalised the text of the letter, addressed to CMD, BSNL, demanding implementation of 30% Superannuation benefits to the Directly Recruited employees within a time frame. It was also decided that, if no positive result comes, then this demand should be placed in the charter of demands for the next phase of the struggle.
5. The meeting decided to write letters to the CMD BSNL, against purchasing obsolete and unnecessary equipments, against the indiscreet engagement of retired officers as consultants and against the huge expenditure being incurred for AMCs. The meeting decided to demand a meeting with CMD BSNL on these issues, in the presence of other Directors.
6. As regards, the decision of the AUAB to launch the movement of ‘BSNL at your door steps’, it was decided to suggest to the CMD BSNL, for holding an inaugural function at the Corporate office, Circle and SSA levels, jointly by the Management and the AUAB.
7. It was decided to write a letter to the CMD BSNL, demanding to immediately arrange a meeting between AUAB and the Secretary DoT.

|03.08.2018: Meeting with Director (HR), BSNL Board, New Delhi:
GS, President, AGS (HQ) and AGS (DR) met Director (HR), BSNL Board and extended invitation for attending the Open Session of the CWC meeting being held at Dehradun. Director (HR) accepted our invitation and told that she will try to attend the CWC of AIBSNLEA, Dehradun. We further discussed regarding:
A) Implementation of 3rd PRC with 15% fitment benefits in BSNL: We apprise Director (HR) about the AUAB meeting with Hon’ble MOSC(I/C) held on 01.08.2018. We informed her that the Hon’ble MOSC (I/C) has assured to discuss our demands with Secretary Telecom on 3.8.2018. We also mentioned about our meeting with CMD BSNL held on yesterday wherein CMD BSNL had mentioned that the Hon’ble MOSC (I/C) has held discussions with him also wherein he has categorically mentioned that DOT should decide payment of Pension contribution on actual basic instead of maximum of the Pay scale and there after the implementation of 3rd PRC recommendation in BSNL should be left to the BSNL Management. Director (HR) also endorsed the same thought and advised us to continuously pursue with MOSC (I/C) and Secretary (T).
B) CPCs to be conducted in all disciplines for the eligible Executives before the implementation of CPSU Cadre Hierarchy: We again extended our sincere gratitude and thanks to Director (HR) for issuing promotion orders for 12000 Executives within a period of one month. But we expressed our serious concern against the statement of GM(Pers) to limit the CPCs up to the year 2005 only and not for upgrading the posts to promote the eligible executives of all disciplines before implementation of CPSU Cadre Hierarchy. Director (HR) instructed her OSD to have a meeting today afternoon itself with GM (Pers) in the presence of GM (SR) to examine and calculate actual requirement of up-gradation of the posts up to a particular year taking as a reference point i.e. Last CPC conducted or the Year of Recruitment in all disciplines.
C) Implementation of Rule-206 of SDE Seniority: We expressed our serious concern against the mis-interpretation of Hon’ble Supreme Court Judgement on Rule-206 of SDEs Seniority case by Pers Cell of BSNL Corporate Office. We told Director (HR) that we had requested her self to seek legal opinion from Senior Advocate. But, unfortunately, Pers Cell BSNL Corporate Office never took the legal opinion from an Advocate and instead as per the advice of legal cell of BSNL Corporate Office has taken the approval from the competent authority. Thus the Hon’ble Supreme Court judgement has been made in fructuous which will cause further litigation. Also will invite vigilance complaint against the mishandling of the Hon’ble Supreme Court judgement for which the reasons are best known to Pers Cell. We further requested Director (HR) for her kind intervention and giving a direction to the Pers Cell to seek the Legal opinion from an Advocate instead of depending on the Legal Advice given by the Legal Cell of BSNL Corporate Office. Director (HR) assured to look in to the matter.
D) Clarification on transfers on looking after arrangements in Maharashtra Circle: We expressed our serious concern toward non-issuance of the clarification on transfers on looking after arrangements in Maharashtra Circle by the Pers. Cell. GM (SR) informed that he is going to issue a reminder in this regard shortly.
E) Harassment of AIBSNLEA Office Bearers in Amritsar SSA of Punjab Circle: We expressed our serious concern over the harassment of AIBSNLEA Office Bearers in Amritsar SSA of Punjab Circle by the SSA Administration. Director (HR) assured to look into the matter

1. Implementation of the recommendations of the 2nd PRC on 30% superannuation benefits.
2. Implementation of austerity measures at the top management level.
01-08-2018 AUAB meets Shri Manoj Sinha, Hon’ble MoSC(I/C) in the Parliament House:
The representatives of the All Unions and Associations of BSNL met Shri Manoj Sinha, Hon’ble MoSC(I/C) in the Parliament House today. Shri M.B. Rajesh, MP, Kerala, has taken the initiative to arrange the meeting between the AUAB and the Hon’ble MoSC(I/C), and he was also present during the discussion.
The AUAB leaders who participated in today’s meeting are Com.P.Abhimanyu, GS, BSNLEU, Com.Sheshadri, Dy.GS, NFTE BSNL, Com.Prahlad Rai, GS, AIBSNLEA, Com.K.Sebastin, GS, SNEA, Com.Ravi Shil Verma, GS, AIGETOA, Com.Suresh Kumar, GS, BSNL MS, Com. S.D. Sharma, GS, ATM BSNL and Com.J. Vijaya Kumar, Dy.GS, TEPU.
The AUAB leaders expressed their serious concern against the non-implementation of the assurances given by Hon’ble MoSC(I/C), in the meeting held on 24.02.2018, with the representatives of AUAB. They further pointed out that, during the last five months, not even a single meeting has been granted by the Hon’ble MoSC(I/C) and the Secretary (T), to discuss about the implementation of the assurances.
1) Assurance was given by Hon’ble MoSC(I/C), to get the affordability clause of 3rd PRC relaxed, w.r.t. BSNL. However, the DoT has not started the preparation of the Cabinet Note for getting the affordability clause of the 3rd PRC relaxed for BSNL.
2) Direction was given by Hon’ble MoSC(IC) to the Secretary(T), to take action for collecting pension contribution from BSNL on actual basic pay, as per the government order, instead of the maximum of the pay scale. DoT has not taken any action in this regard till date.
3) Hon’ble MoSC(I/C) directed the Secretary, Telecom, in the meeting held on 24.02.2018, to take necessary action for revision of pension of BSNL Pensioners. No action has been taken so far.
4) Hon’ble MoSC(I/C) gave assurance in the meeting held on 24.02.2018, for allocation of 4G Spectrum to BSNL, but so far same is not allotted to BSNL.
After discussion on the above issues, the Hon’ble MoSC(I/C) stated that the issue of 4G Spectrum allocation is in the hands of the government, and that it would be done shortly. Regarding pay revision, pension contribution on actual basic pay and revision of pension of BSNL Pensioners, the Hon’ble MoSC(I/C) assured that he would discuss all these issues with the Secretary, Telecom, on 3rd August, 2018.
Hon’ble MoSC(I/C) further stated that the employees should earn revenue for BSNL, in addition to raising the demands. The AUAB leaders replied that they are giving tough competition to Reliance JIO, who is providing services based on predatory pricing. Shri M.B. 01-08-2018 :Meeting with GM(Pers) : GS, President, met GM(Pers) and discussed regarding
A) Regarding JTO to SDE Promotion: We demanded that all the eligible JTOs should be promoted to SDE (T) by filling-up of 7500 vacant SDEs posts. GM(Pers) informed that the process has already been started to fill up all the vacant SDEs Posts. The necessary data from most of the Circles have been received.
He further mentioned that the Competent Authority has advised to expedite CPCs in those cadres where the vacancies are available. The earlier upgradation in some cadres was done to overcome with the pending court cases. We further pleaded that to bring equilibrium among the cadres the upgradation/restructuring in the cadres is needed. GM(Pers) mentioned that now the Competent Authority has desired to bring equalization among the cadres, only up to the year 2005 as a reference point of Last CPC conducted or the Year of Recruitment so that upgradation in the cadres can be avoided.
It seems that the Competent Authority has taken such decision under the pressure mounted by some Association to bring parity among the cadres up to the year 2013 of JAO to AO Promotion which is not practically possible in all the cadres without upgradations. Perhaps the Management has taken such decision to limit promotions up to the year 2005 instead of year 2010 and thereafter. We strongly opposed such decision and mentioned that such decision will disappoint and demotivate thousands of Executives at this stage those who are eagerly waiting for their promotion through CPCs. GM (Pers) further mentioned that the matter may be discussed with the Competent Authority only to revise the decision.
B) SDE to DE promotions : We requested that the Promotion orders should be issued to reduce stagnation in the cadre of SDE (T) by promoting all the eligible SDEs promoted up to the year 2010. GM(Pers) mentioned that at present no exercise is being made for the promotion from SDE to DE wherein upgradation is needed and the same is not agreed by the Competent Authority now.
C) Regarding AO to CAO promotion : GM(Pers) mentioned that promotions from AO to CAO can be issued against the vacant CAO posts only after the vacation of the stay order on promotion from Hon’ble Chandigarh CAT. Now upgradation is not accepted by the Competent Authority.
D) DE to DGM Promotion: We requested for issuing DE to DGM promotion. GM(Pers) mentioned that the promotion orders from DE to DGM can be issued after the vacation of the stay order on promotion from Hon’ble Chandigarh CAT on catch up Rule. The case is listed for hearing in the Hon’ble CAT Chandigarh on 7.9.2018 along with AO to CAO case.
E) Restructuring of AD(O/L) cadre: We requested GM(Pers) for issuing the restructuring order of AD(O/L) cadre as the clearance has been received from DoT. GM(Pers) mentioned that it will be put up to the BSNL Board for approval and thereafter order will be issued. We informed that all the earlier Restructuring proposals were only approved by the Management Committee of the BSNL Board. GM(Pers) assured to look in to the matter.
Some Association in the name of parity in the promotions among all the cadres has tried to derail the process of CPCs and always mounting pressure on Management for the implementation of CPSU Cadre Hierarchy and also opposing promotion of Executives through CPCs pleading that BSNL is loosing money due to one additional increment benefit in the promotions through CPCs, And threatening the BSNL Management to stop CPCs otherwise they will go on Agitation, which has become a routine threat from them. Some Officers having over jealousy attitude and sitting in the BSNL Management are also happy with this kind of situation where the Group ‘B’ level Executives continue to stagnate in one cadre for more than 15 years.
AIBSNLEA efforts will continue to get promoted all the eligible executives to the next higher post before implementation of CPSU CH. AIBSNLEA efforts have already yielded results in getting released 12,000 executives promotions despite of many hurdles. Let us, come together to defeat the such negative forces in BSNL.
23-07-2018 : Meeting with PGM (STR) Hyderabad.
It is learnt that a letter issued by PGM (STR) Hyderabad for recovery of some amounts pertaining to Temporary advances from the executives working in Telangana and Andhrapradesh from the pay and allowances for the month of July, 2018 for want of some copies of approvals.
CS and AGS (Eng) Com.B.S.Reddy met the PGM (STR) and requested not recover the temporary advance amounts from the salaries of the executives. It is also informed to the PGM that all the executives in the field working with tremendous pressure and most of the executives are spending money from their pockets for execution of works, and such recoveries will demotivate the executives and it may cause delay in execution of work. PGM after patient hearing, assured to look into the matter and cause necessary instructions. CS thanked PGM for a positive response.
21-07-2018:: Special General Body Meeting held at Hyderabad on 20-07-2018.
A Special General Meeting held at Hyderabad on 20-07-2018. The General Body Meeting attended by GS Com.PrahladRai, AGS (Engg) Com.B.Srinivasulu Reddy, Com. S.Narender Advisor (South) CHQ and Com.J.Saibaba Consultant CHQ. The meeting attended by all most all the District Secretaries of Telangana Circle.GS Com.PrahladRai addressed the gathering and enlightened on the latest issues like, ongoing CPCs, status of 3rd PRC, Implementation of CPSU Cadre Hierarchy, Pay anomaly case of TTA to JTO promoted through outside recruitment, Fixation of pay under FR 22 (1)(a)(1), pay scale of Rs. 22820/- for the JAO/JTOs recruited after 2007 and Viability of BSNL.
AOs eligible for CAO promotion and waiting for long time have expressed their resentment for not conducting the CPC from AO to CAO .GS explained in chronological order on the all the CPCs and status of court cases particularly in AO to CAO CPC. GS further informed that the case in the Hon’ble CAT Chandigarh is posted to August 10th and trying to get the stay vacated by engaging a senior lawyer. Meeting was attended by large number of members and the hall was jam packed.
GS was felicitated by Circle body on his visit to Hyderabad. All the AOs recently promoted have also felicitated the GS separately and expressed their gratitude to the GS for their promotions. The meeting was presided by Com.P.V.Satyanarayana Dist. President, Hyderabad Telecom. District. CS addressed the gathering and expressed sincere thanks to the GS for attending the Special GB at Hyderabad, in spite of his busy schedule. CS thanked the GS for his untiring efforts and persistent persuasion for conducting the CPCs and releasing the promotion orders for about 12000 executives within a short span time before implementation of CPSU CH. CS also thanked the GS for getting the restructuring of AD (OL) cadre. CS requested the GS to peruse for the remaining CPCs for promotions from AO to CAO, AGM/DE to DGM (T) and JTO to SDE (T) from the years 2000 onwards. All the executives enthusiastically participated in the meeting and appreciated the efforts of GS.

It is to inform with deep regrets that, Chi. Sharath Koppu lost his life in a shoot out in a restaurant at Kensas in USA. He is son of Sri.K.Ram Mohan our AIBSNLEA Telangana Circle President.
Chi.Sharath was persuing his master degree in University of Missouri Kensas City (UMKC). Chi.Sharath went to USA very recently. We deeply condole the unfortunate and untimely deah of Chi.K.Sharath and pray the Almighty god to give enough strength to the bereaved family to bear the loss and may his soul rest in peace.

18.06.2018:: Joining of newly promoted SDEs in ERP: It is reported to CHQ that some Circles joining through ERP to newly promoted SDEs finding problems. Com. GS discussed the matter with the concerned Officer in Pers. Cell, BSNL Corporate Office, New Delhi and they explained that so far staff no. of newly promoted LDCE quota and SCF Quota have not been finalized. They suggested that these newly promoted SDEs should submit HRMS no. instead of staff no. in their joining in ERP so that their joining will be accepted.
Spoke with GM (HR) TS Circle office to endorse JTO to SDE promotion orders immediately to enable Promoted officers to submit their joining reports and also to avoid any further legal complications. 04.06.2018 :Status on the JTO to SDE promotion case in Hon’ble High Court of Kerala:
The case on JTO to SDE promotions was listed for hearing in Hon’ble High Court of Kerala today but could not be taken-up due to paucity of time. Now the case is listed for tomorrow at 16.15 Hrs.
04.06.2018: Misleading information by AIGETOA against AIBSNLEA posted on their website dated 30.05.2018.
AIGETOA in their website as updated on 30.05.2018 the GS AIBSNLEA falsely indicated AIGETOA name about the Allahabad court case and un-necessarily bothered Director (HR) for the reasons best known to him. This update on AIGETOA CHQ website is false and un-called for a responsible Association without verifying the facts. The fact remains that AIBSNLEA CHQ Office Bearers had meeting with Director (HR) in the presence of GM (Pers.) and demanded to issue JTO to SDE (T) SCF quota promotions also since these JTOs are waiting for their first promotion since 1995 JTO Recruitment year. Director (HR) appreciated our concern and asked GM (Pers.) to explain the bottle neck in the promotion of JTO to SDE (T) SCF quota, if any. GM (Pers) explained that the court case in the Hon’ble High Court, Kerala has been listed for pronouncement of the judgment on 4th June 2018 and one more court case stay order is pending in the Hon’ble High Court Allahabad and in this regard yesterday GS AIGETOA has assured him to get withdraw the court case by tomorrow itself. After hearing this reply Director (HR) immediately spoke with CGMT Kerala Circle and directed him to take all the efforts through BSNL’s advocate to get the judgment pronounced on 4th June itself wherein CGMT Kerala Circle assured her to get the judgment pronounced on 4th June 2018. Just after this, Director (HR) immediately called the GS AIGETOA in her chamber and advised him to ensure withdrawal of court case from Allahabad High Court by tomorrow itself and GS AIGETOA assured for its compliance by tomorrow. During these discussions, AIBSNLEA CHQ Office Bearers were present but they did not interact in between and never implicate the name of AIGETOA in it. Both the above actions of Director (HR) were based on the feedback given by the GM (Pers) only. Thus the allegation of GS AIGETOA against GS AIBSNLEA is false and uncalled for.
AIBSNLEA is working and safe guarding the interests of entire BSNL executive’s community in true sense which can be witnessed since its inception in the year 2004. AIBSNLEA need not to learn the functioning from the friendly Association. With the untiring efforts of AIBSNLEA only the BSNL Management decided to initiate CPCs to fill-up the vacant Group “B” and Group “A” level posts (up to DGM level) and after this decision, AIBSNLEA promptly persuaded to issue promotion orders wherever it is immediately possible. About 2000 LDCE qualified JTOs were waiting for their posting on promotions due to SC/ST Roster implementation court case and SDE RR modifications. BSNL Management responded positive to our demand and immediately issued modified SDE RRs. These two decisions paved the way to issue promotion orders of LDCE passed JTOs to the post of SDE (T) and accordingly, Management issued the promotion orders of 1987 SDEs of LDCE quota.
To continue the process, AIBSNLEA emphasized BSNL Management to speed up CPCs work to fill-up all vacant SDE/AO and DE/CAO equivalent posts before notification of CPSU Cadre Hierarchy. Whereas, the fact remains that the so called joint forum is continuously pressurizing BSNL Management for immediate implementation of CPSU Cadre Hierarchy without holding of CPCs. The executives can analyse the truth with the ongoing developments for the last three years where more than 2000 LDCE qualified JTOs were waiting for their SDE promotion and the 4500 JTOs are waiting for the last 22 years for their first promotion to SDE cadre under SCF quota.
WHAT THESE MIGHTY ASSOCIATIONS WERE DOING FOR THE LAST THREE YEARS? Now every body is trying to take the credit for the promotions, CPSU Cadre Hierarchy etc when these are becoming reality. CPSU Cadre Hierarchy was demanded by AIBSNLEA in the year 2011 where a committee headed by Shri S.R. Kapoor, the then PGM (FP) was constituted thereafter again another committee headed by the then PGM (SR) Shri N.K. Narang was constituted but both the committees failed to submit the report. Thereafter, a new committee headed by the then ED (NB) Shri M.A, Khan was constituted wherein AIBSNLEA, SNEA and AIGETOA were the members from Association side and after many marathon meetings the committee report was submitted which was twisted by Pers Cell BSNL Corporate Office in close coordination with the so called majority Association after referendum and with the support of their associate Association of Joint Forum. But, with the timely action taken by AIBSNLEA, many important modifications / improvements were incorporated in the CPSU Cadre Hierarchy. AIBSNLEA always demanded cut-off date from the last CPC or from the year of recruitment and some more issues but BSNL Board approved it with prospective date of implementation which AIBSNLEA protested and demanded immediate holding of CPCs to fill up the vacant SDE/AO, DE/CAO and equivalent posts before notification of CPSU Cadre Hierarchy to save the executives from humiliation because after CPSU cadre Hierarchy implementation all the existing RRs and posts of Group “B” and STS equivalent will be abolished and under new promotion policy. Under this CPSU Cadre Hierarchy these SDEs/ AOs equivalent executives are first to be promoted to the functional post of Sr. SDE/ Sr. AO equivalent and thereafter to the post of DE/CAO. It will further stagnate the existing SDEs and AOs who are waiting for their DE/CAO promotion.
Whether the so called joint forum leaders are not aware of the facts that BSNL Management is intending to notify MT Recruitment simultaneously with the implementation of CPSU Cadre Hierarchy? If known, why they are hiding this fact from their members? Since they claim that they were involved in the process of finalization of CPSU Cadre Hierarchy and what is their stand now?
AIBSNLEA has cleared its view to the BSNL Management on all the occasions whether it is during discussions or in writing to oppose MT Recruitment at STS level. Thus AIBSNLEA in true sense trying to protect the interest of entire executive community in BSNL rather than playing with the career prospects of executives in BSNL. Let the executives be understand the game plan of the so called Joint Forum Associations from the above facts.
30.05.2018 :: Issue of Additional Increment on regular promotion to a scale.
BSNL Corporate Office today circulated a copy of the DoT letter number 40-12/2004-Pen(T) (Pt.) dated 17.05.2017 for compliance by all units of BSNL. According to this letter, in order to process the pension case an undertaking from the retiring BSNL employees may be obtained to the effect that in case the court cases filed against the DoT order dated 05.07.2017 are decided in favour of DoT, the retiree shall refund the over-paid amount on account of grant of an extra-increment on post based promotion under the EPP of BSNL.
Since, the case for quashing the DoT order dated 05.07.2017 has been filed and won by AIBSNLEA but DoT continued to reduce the pay before retirement. Against that AIBSNLEA file a Contempt Petition in the Hon’ble PBCAT New Delhi. Notices have been issued to the respondents. The Contempt case is posted for hearing on 16.07.2018. In response to this, DoT has issued the letter as above to the CCAs now to fix-up the pension after taking an undertaking without reduction of the pay.
30-05-2018 :: GS and CHQ leaders are making all out efforts for settlement of issues of executives at Corp. Office and Conduction of all CPCs at the earliest to promote all the eligible executives to fill up the available vacancies.
All the District Secretaries and members are requested to go through the CHQ/Circle website regularly to know the developments from time to time please.
30-05-2018 :Meeting with Director(HR), BSNL Board:
GS, President met Director(HR), BSNL Board and expressed serious resentment against non holding of CPCs to fill up the vacant Group-‘A’ and Group-‘B’ equivalent posts and demanded that before notification of CPSU Cadre Hierarchy all the existing JTO/JAO, SDE/AO, DE/CAO should be promoted to next higher vacant posts with the existing RRs. Non holding of CPCs before implementation of CPSU Cadre Hierarchy will cause serious frustration and resentment among the existing executives who are waiting their promotions for the last many years. Director(HR), BSNL Board immediately called GM(Pers.) and discussed the matter with cadre wise. Details are as under:-
JTO to SDE(T) SCF quota Promotions: GM(Pers.) apprised that the court case in Hon’ble High Court Kerala has been posted for pronouncement of Judgement 1st or 4th June, 2018 and another stay order on promotion has been granted by Hon’ble CAT Allahabad filed by some DR JTOs.
Director(HR), BSNL Board immediately spoke with CGMT Kerala Circle and directed him to pursue in Hon’ble High Court for early pronouncement of the Judgement and called GS AIGETOA and advised him to immediately withdraw court case in the Hon’ble CAT Allahabad since she has already issued LDCE quota promotion orders. She categorically mentioned that in my family I can’t see that some persons are happy and some others are unhappy and demoralized. GS AIGETOA assured to Director(HR) that by tomorrow the court case in Hon’ble CAT Allahabad will be withdrawn. She further directed GM(Pers.) to initiate the process to promote about 4500 eligible JTOs to the post of SDE(T) with existing RRs. GM(Pers.) assured to issue promotion orders shortly.
SDE to DE Promotions: GM(Prs.) apprised that at present there is a dispute among the SDEs(T) on seniority list no. 6 & 7 which is to be shorted out. Director(HR) asked him that how many DE vacancies are exists and how many SDEs are eligible for promotions. GM(Pers.) mentioned that about 3500 DEs vacancies are there and addition 800 DEs posts are required to promote all the SDEs of seniority list no. 6 & 7. Director(HR) immediately directed GM(Pers.) to submit a proposal for the upgradation of 800 SDEs posts to DEs posts on Matching Saving Concept and instructed to initiate CPCs to promote all SDEs of seniority list no. 6 & 7 to DE posts before CPSU Cadre Hierarchy implementation. GM(Pers.) mentioned immediately to process the case of 800 posts upgradation and to fill up 4300 DEs posts by conducting CPCs. He assured to complete this exercise within one month.
DE to DGM Promotions: GM(Pers.) appraised that about 700 clear DGM vacant posts are there and about 200 Additional GM entrusted posts are there that can be utilized. Thus total 900 DGMs can be promoted in view of the Hon’ble CAT Chandigarh & DoP&T instructions available on catch up rule.
JAO to AO Promotions: We apprised Director(HR) to fill up about 1300 AO vacant posts by settling the JAO seniority dispute. She directed our CHQ President to pursue with the court case applicants filed in Bangalore to withdraw & settle amicably as per DoP&T instructions available. She assured that she will discuss the matter with GM(FP) to initiate CPCs after her return from leave on 4th June, 2018.
AO to CAO Promotions: We requested Director(HR) to fill up about 1000 CAO posts on the similar lines of DE to DGM promotions on catch up rule. Director(HR) assured that the similar actions will be taken on catch up rule as being decided DE to DGM promotion.
CAO to ADM(Adhoc) Promotions: We requested to fill up 40 DGM(F) vacant posts by relaxation of one year services in the Management Committee. Director(HR) assured an early action in this regard.
JTO(TF) to SDE(TF) and SDE(TF) to AGM(TF) Promotions: We requested to fill up all the vacant AGM(TF) and SDE(TF) vacant posts as per the proposal submitted by GM(TF) to Pers. Cell BSNL Corporate Office for clearance. GM(Pers.) assured an early action in this regard.
SDE(E) to EE(E) Promotions: We expressed our resentment against the BW Cell BSNL Corporate Office wherein the EE(E) CPCs are being conducted in violation of the BSNL MSRR. Director(HR) assured to look into the matter.
JTO(E) to SDE(E) Promotions: We requested Director(HR) to fill up the vacant SDE(E) posts through CPCs. Director(HR) directed GM(Pers.) to discuss the matter with CGM(EW).
In this manner after detailed discussions, GM(Pers.) assured to conduct all CPCs within one month on war footing manner. We further requested Director(HR) that it is to be ensured that all CPCs are conducted as above mentioned before notification of CPSU Cadre Hierarchy. Director(HR) firmly told to ensure conduction of CPCs in a given time frame.
(b) Grant of agenda meeting to AIBSNLEA: We requested Director(HR) for granting a formal meeting to AIBSNLEA. Director(HR) immediately decided to hold formal meeting with AIBSNLEA on 28th June, 2018.
(c) Implementation of Hon’ble SC Judgement from TES Group-‘B’ seniority cases: Director(HR) assured an early actions in this regard.

24-04-2018::AUAB defers the call for walk-out and conducting rallies on 28.05.2018, against Subsidiary Tower Company: Based on the notice issued today, by the All Unions and Associations of BSNL, for organising walk-out and rallies on 28-05-2018, the CMD BSNL invited the leaders of the AUAB for talks. The talks started at 16:30 hrs. and lasted for almost two hours.
In the meeting, the CMD BSNL informed the AUAB leaders that the item of Subsidiary Tower Company is not there in the agenda for the BSNL Board meeting to be held at Hyderabad on 28-05-2018. He also made an appeal to withdraw the struggle. Thereafter, a meeting of the AUAB was held. In view of the information given by the CMD BSNL, the meeting unanimously decided to defer the call for organising walk-out and rallies on 28-05-2018.
We are thankful to our members who supported the cause and got prepared for participation in the agitation programme.
16-05-2017 :Meeting with CMD BSNL: GS, President, AGS (HQ), AGS (Finance) and AGS (DR) met CMD BSNL and discussed regarding.
a) Implementation of 3rd PRC in BSNL with 15% fitment benefit: We apprised CMD BSNL regarding our discussions held with Secy. Telecom. & Member (Finance) DoT in the informal meeting held on 11.05.2018 regarding implementation of 3rd PRC in BSNL, payment of pension contribution on actual basis instead of maximum of the pay scale and pension revision. CMD confirmed that now there is a move in DoT to draft the Cabinet Note on relaxation in the affordability clause of 3rd PRC report w.r.t. BSNL. CMD also mentioned that we will strict for 15% fitment benefits. He further mentioned that our efforts are yielding the results now.
b) Implementation of CPSU cadre hierarchy: We requested CMD BSNL to consider our views / suggestions on CPSU cadre hierarchy in BSNL. We further requested that implementation of CPSU cadre hierarchy on prospective date will not benefit the executives rather will put them in a heavy loss. Similarly increase in bench mark will create huge droppings whereas droppings have been assure less than 4% at the time of formulation of EPP, increase in residency period from 5/7 years to 12 years from SDE/AO to DE/ CAO promotion and without finalization of the seniority lists of executive cadres will create legal complications. CMD assured to look into the matter.
c) Filling up of the vacant Group-A and Group-B vacant posts by conducting CPC: We further extended thanks for allowing CPCs subject to outcome of the court cases. We requested to fill up all Group- A & B equivalent vacant posts through CPCs to remove stagnation. CMD appreciated our concern and advised us to pursue with Dir (HR) and GM(Pers) for holding the CPCs.
15-05-2018 : Meeting with GM(Pers): GS, President and AGS (DR) met GM(Pers) and discussed regarding implementation of CPSU cadre hierarchy and requested to discuss the observations given by Jt. Secy. so that the same can be informed to our members. GM(Pers) appreciated our concern and discussed point wise all the observations made by JS (Admn.). The following discussions took place.
a) CPSU cadre hierarchy: GM(Pers) informed that response on CPSU cadre hierarchy proposal approved by BSNL MC has been received from Jt. Secy. (Admn) DoT, Govt. nominee Director of BSNL Board wherein he has given some objections in the proposal submitted by the BSNL viz.
i) In the BSNLs proposal cleared by BSNL MC will create financial and legal implications due to effective date of implementation from 01.01.2017. In view of this JS has suggested to give date of effect from prospective date
ii) The existing vacancies are to be filled up subject to outcome of court case by conducting CPCs.
iii) Prior approval of BSNL Board/DoT is required wherein promotions affecting pension instead of only BSNL MC approval.
iv) Existing EPP shouldn’t be continued in BSNL after implementation of CPSU hierarchy.
v) BSNL HR plan has not been finalized on the required no. of posts which needs clarification.
vi) The Screening committee has to be conducted on every time bound functional promotions under CPSU cade hierarchy instead of automatic promotion for the executives working in higher scales.
vii) The clause 5.6 is irrelevant para on AGM (Adhoc) as no vacancy based promotion up to AGM.
viii) Date of financial upgradation E4-E5 and E5-E6 has to be explained since the CPSU time bound functional promotions are limiting up to E4 scale only.
ix) Any functional promotion in the same scale no additional increment is allowed.
x) The bench mark should be very good (35) for OC and Good (31) for SC/ST instead of good (31) and Average (27) bench mark.
xi) Promotion to be given in the feeder cadre as per existing policy, if there is no court stay order is pending on promotion.
xii) All the cadres seniority lists should be finalized immediately etc.
GM Pers told that these issues needs to be examined and submitted to the JS for consideration before submitting the final proposal to the BSNL Board. We expressed our serious concern against the observations made by JS (Admn.) DoT wherein the date of effect has been suggested from prospective date, similarly the eligibility condition from SDE/AO to DE/CAO promotion is now prescribed 12 years’ service instead of 5/7 years of service and increase in bench mark etc. will not at all benefit the executives rather will put them into loss.
We further requested to consider date of effect from the last DPC date/ year of recruitment and to consider our views/ suggestions given earlier on all the clauses vide our letter no. AIBSNLEA/CHQ/CPSU/2017 dated 15.11.2017. Also requested to expedite CPCs on priority.
b) Filling up of the Vacant Group-A and Group-B equivalent posts: We requested GM(Pers) to initiate CPCs to fill up the vacant Group-A and Group-B level posts in all wings i.e. telecom , finance , electrical ,civil , Arch, Telecom factory (Engg. Wings) subject to outcome of the Court cases as per the management committee approval. GM (Pers) assured for an early action to move the proposal for initiating CPCs in all disciplines
c) Posting of LDCE qualified JTOs on promotion to SDE: we requested to issue promotions orders for LDCE qualified JTOs to the post of SDEs subject to VC in view of the decisions taken by the Management committee, in line with the some previous promotion orders. Immediately, GM (Pers.) contacted to GM(Vig.) in this regard . GM (Vig.) has told that he will take opinion of CVO BSNL and convey to Pers. cell. GM (Pers) assured that immediate action will be taken after getting opinion of CVO.
d) Promotion from JTO to SDE(Telecom.) SCF quota:- We requested GM(Pers) to initiate CPC to fill up the vacant TES Group-B posts since the judgement of Hon’ble High Court Kerala is expected to be pronounced after 23rd May 2018. Since the new SDE RR has been notifying on seniority fixation in SDE cadre on ROTA Quota basis which may allow favorable judgement, this will allow promotions. More than 10000 SDE(Telecom.) vacant posts are there which needs immediate filling up. Earlier the CPC was initiated to fill up about 6000 SDE (T) posts but due to stay orders the same was held up. Most of the APARs of the eligible JTOs were accessed through screening process for promotion thus now only one or two years APARs needs to be accessed for promotion. GM (Pers) mentioned that the VCRs have already been called from the Circles and the action to initiate CPC will be take shortly.
e) Implementation of Hon’ble Supreme Court Judgement on TES Group-‘B’ Seniority cases: We requested for early implementation of Hon’ble Supreme Court Judgement on TES Group-‘B’ Seniority cases to avoid contempt. After detail discussions, GM (Pers.) mentioned that Committee constituted regarding 147 SDEs case will finalize its report /observation shortly and assured that to Hon’ble Supreme Court judgement will be implemented soon in its true sprit to avoid contempt of court cases. He also mentioned that rule 206 implementation case is in progress for implementation and it will be implemented immediately after completion of 147 case.
(vi) Consideration of request / tenure transfers of SDEs/DEs and DGMs: We requested for request transfers / modification / implementation of tenure transfers of SDEs/DEs and DGMs. GM(Pers.) assured to look into the matter.
13-05-2018: Condolence message :
It is to inform with deepest grief Smt. Usha Subramanyam AO (Plg) HTD expired at USA on 12-05-2018.Officer was on tour to stay with her daughter at USA. AIBSNLEA extends heartfelt condolences on the sad and untimely demise of Smt.Usha Subramanyam and pray the almighty to rest her soul in peace.We also express our condolences to the bereaved family and pray God to give enough courage to bear the loss.

Sangareddy District Conference held on 27-04-2018. CS, ACS (Engg) CFS and Advisor (South CHQ Com.S.Narender attended the meeting. CS spoke in detail about the current issues like 3rd PRC, Tower Company, CPSU Cadre Hierarchy in addition to Circle issues. ACS Engg. and Advisor CHQ also spoke on the occassion on various issues and enlightened the members. All the speakers stressed upon the need of the unanimity to solve the issues for betterment of the executives and Many critical issues have been solved because of the united struggles only.

Hon’ble CAT Bench Chandigarh in an OA No. 060/00440/2018 delivered its judgment on 17.04.2018 disposed of the OA with the direction to the competent authority amongst the respondents to consider and decide the indicated representations, keeping in view the ratio of law laid down by Hon’ble Apex Court in case of B.K. Pavitra & Ors. versus Union of India & Ors.  4 SCC 620, by passing a speaking & reasoned order and in accordance with law, before making any promotion to the post of CAO.

19-04-2018. ::DPE replies DoT on 3rd PRC implementation in BSNL:
GS and President met DPE officers and extended thanks for replying DoT with respect to the proposal of BSNL for implementation of 3rd PRC by relaxing affordability criteria. DPE in their letter has replied that “BSNL does not fall under the category mentioned in para 5 of DPE’s OM dated 03.08.2017 on 2017 pay revision. Further, it is mentioned that DPE has issued guidelines for 2017 pay revision which, inter-alia, includes an affordability clause, based on the recommendations of Committee of Secretaries (CoS) on the report of 3rd PRC. Any relaxation in the extant guidelines would require the approval of the Cabinet for which DoT may examine the issue at its end for necessary action.”
Now, we have to pursue the matter in DoT for the preparation of the Cabinet Note.
09.04.2018:: In view of agitation programme given by All Unions and Associations of BSNL
All the District Secretaries are requested to start preparations to make “Dharna’ programme a big success on 12-04-2018, demanding to roll back the Subsidiary Tower Company. Kindly co-ordinate with all unions/associations and ensure maximum participation and make the programme a grand success.
26.03.2018: Creation of Tower Subsidiary of BSNL – lunch hour demonstrations on 27-03-2018, against the governments attempt to operationalise the Subsidiary Tower Company
A meeting of All Unions and Associations of BSNL (AUAB) was held yesterday the 22nd March,2018. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, SEWA BSNL, BSNLMS, BSNLOA participated. The meeting reviewed the developments that had taken place after the meeting held on 24th February,2018 with the Hon.ble MoSC (I/C). It is observed that the government is moving fast to operationalise the Subsidiary Tower Company from the 1st of April, 2018, totally ignoring the strong opposition from the entire employees of BSNL.
In view of this, the meeting decided to launch agitational programme to stop the same. Decision is taken to conduct lunch hour demonstrations on 27th March, 2018, in front of Sanchar Bhawan, New Delhi, as well as at circle and SSA head quarters throughout the country. A memorandum, opposing the Subsidiary Tower Company will be submitted to the Hon.ble MoSC (I/C) at Sanchar Bhawan. Same memorandum will be submitted to the respective CGMs and the State Governors, to be forwarded to the MoSC (I/C).
All the Circle Secretaries stationed at New Delhi are requested to assemble at Sanchar Bhawan, Ashoka Road along with their members to participate in the demonstration. Neighbouring Circle Secretaries like UP (West), Haryana and Rajasthan are requested to participate in the demonstration at Sanchar Bhawan, New Delhi along with as many as maximum possible members to make the program a grand success.

03-2018 :: Nalgonda District Conference :
Nalgonda District Conference held on 20-03-2018. CP,CS,CFS alongwith Com.B.S.Reddy AGS CHQ and Com.G.Shankar ADS (Fin) HTD. Sri. M.Srinivasa Murthy DGM (A&P) attended and wished the meeting a grand success, appreciated the concern of AIBSNLEA and assured cooperation in future. Meeting held in a very grand manner and all the members participated with pleasure and enthusiasm. CS,CP,CFS spoke on the occassion. CS explained on the issues at circle level.
Com. B.S.Reddy AGS CHQ addressed the meeting and highlighted all the on going issues at CHQ like, 3rd PRC, CPSE Cadre Hierarchy, Tower Subsidiary company and BSNL viability etc. Com. AGS explained in detail the efforts of AIBSNLEA in getting resolved the important HR issues after the formation of BSNL. He appraised the status of HR issues about AIBSNLEA efforts for various DPCs in various cadres for adhoc promotions, AD(OL) case, creation of PPS posts in field Units,30% Superannuation benefits, implementation of Standard Pay Scales E2 and E3, Rs 22820/- pay fixation for JTOs recruited in the year 2007 &2008 ,smooth CPSU cadre hierarchy etc. Com AGS further explained the role of AIBSNLEA in the viability of BSNL. At last he appealed the all Executives’ for make every effort to implement agitation call and to work with a team spirit for making BSNL a viable and vibrant organization. Com AGS stressed upon unity of all the unions and Associations at this crucial juncture not only to achieve our legitimate demands, but to make BSNL viable. He also reiterated that, all the demands like 78.2% DA, stopping proposal of disinvestment in BSNL and purchase of mobile equipment for expansion etc. could be achieved only through united struggles. Com. AGS also told that Moto of all the leaders at various levels of all the associations should be achieving the legitimate demands of executives without blaming others.

24.02.2018:: Meeting between Shri Manoj Sinha, Hon’ble Minister of State for Communications and the All Unions and Associations of BSNL
A historical meeting:
A meeting is held at the Sanchar Bhawan today the 24.02.2018, between Shri Manoj Sinha, Hon’ble Minister of State for Communications and the All Unions and Associations of BSNL (AUAB). Together with the Minister, Secretary, DoT, Special Secretary, DoT, Joint Secretary (Admn.), DoT, DDG (Esst), DoT, Shri Anand Kumar, OSD to the Hon’ble Minister, CMD BSNL and Director (HR) BSNL were present. From the All Unions and Associations of BSNL, Com. P. Abhimanyu, GS, Com. Chandeswar Singh, GS, NFTE, Com. K. Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA, Com. K. Jayaprakash, GS, FNTO, Com. N.D. Ram, GS, SEWA BSNL, Com. Ravi Shil Verma, GS, AIGETOA, Com. Mallikarjuna, President, BSNL MS and Com. S.D. Sharma, GS, BSNL ATM, participated in the discussions. The representatives of the AUAB heartily thanked the Hon’ble Minister for taking out time to meet them. Detailed discussions took place on the memorandum submitted to the Hon’ble Minister, the details of which are as follows:-
(1) 3rd Pay Revision.
So far, the DoT has been maintaining that BSNL employees are not eligible for 3rd Pay Revision. In today’s meeting the Hon’ble Minister agreed that the issue of 3rd Pay Revision of BSNL employees would be processed and would be taken for the approval of the DPE and the Cabinet. This is a great achievement. We have broken the stalemate that prevailed in the Pay Revision issue. At the same time we have to be vigilant, till the final approval is given by the Cabinet.
(2) Formation of Subsidiary Tower Company.
The AUAB representatives expressed their apprehension that in the name of formation of the Tower Company, the 66,000 mobile towers of BSNL are being snatched away from BSNL. They also pointed out that the decision of the Cabinet that, the Subsidiary Tower Company would remain under the control of BSNL Management, has been violated, through the appointment of an IAS officer as the CMD of Subsidiary Tower Company. They further pointed out that even BSNL Management was not taken in to confidence in the appointment of an IAS officer as the CMD of the Subsidiary Tower Company, which clearly shows that the Subsidiary Tower Company would not be under the control of BSNL Management. The reply given by the Hon’ble Minister in this regard is not satisfactory. The AUAB has to find ways and means to ensure the rolling back of the Subsidiary Tower Company.
During the discussions on the issue, GS AIBSNLEA raised the issue of additional increment on post based promotions under the provisions of executive promotion policy provisions which has been denounced by DoT vide letter dated 05.07.2017 and lakhs of rupees recoveries are taking place of BSNL executives and BSNL pensioners. He instantly submitted Hon’ble PB CAT judgment copy to Hon’ble MOSC (I/C) wherein the DoT order dated 05.07.2017 has been quashed. Hon’ble MOSC (I/C) immediately directed DoT administration to look into the matter. Now, we can expect that DoT may not go for appeal against the PBCAT order in this regard after this meeting.
(3) Pension Revision.
The representatives of AUAB strongly argued that pension revision should be done to the BSNL pensioners. It was pointed out that the BSNL pensioners and the Central Government pensioners are covered by the same rules. They argued that when pension revision is settled for the Central Government pensioners, the same should not be denied to the BSNL pensioners. The Hon’ble Minister assured that needful action would be taken to settle this issue.
(4) Calculation of Pension Contribution.
It was strongly argued that pension contribution in respect of BSNL employees cannot be calculated on the basis of maximum of the pay scale, when the same is calculated on the basis of actual basic pay, in the case of Central Government employees. It was pointed out that as per the DoP&T order issued in 2006, pension contribution of the Central Government employees is being deducted on the basis of actual pay only. The Hon’ble Minister directed the Secretary, DoT, that this issue should be settled as per Government orders.
(5) Allotment of 4G spectrum to BSNL.
The AUAB representatives pointed out that it will be extremely difficult for BSNL to compete with the private operators, without providing 4G service. They strongly argued that the proposal of the BSNL Management, for the allotment of 4G spectrum by the Government, should be accepted. The Hon’ble Minister replied in the positive and assured that needful action would be taken.
(6) Reduction of retirement age from 60 to 58.
The AUAB representatives strongly argued that the retirement age of the BSNL employees should not be reduced from 60 to 58, as a measure for the revival of BSNL. The Hon’ble Minister told that the government is not having any proposal to reduce the retirement age from 60 to 58.
(7) Left out issues of the 2nd PRC.
The AUAB representatives pointed out that this issue is lingering on very long time and needs to be settled. The Hon’ble Minister stated that this issue would be looked into by the Secretary, DoT.
At the end of the meeting, the Hon’ble Minister stated that the representatives of AUAB could meet him again, as well as the Secretary, DoT, in continuation of today’s meeting. The representatives of AUAB heartily thanked the Minister for his positive response to most of the issues.
After the meeting with the Hon’ble Minister, a meeting of the AUAB was held in the FNTO’s office. All the General Secretaries expressed their satisfaction with regards to the progress in the issues. They also expressed the view that all these have happened only because of the united struggles and massive mobilization by the entire Non-Executives and Executives, for which they deserve appreciation.
23-02-2018:: GM (HR) Circle Office convened a meeting to discuss on the Transfers of Executives on 23-02-2018 at 15.00 Hrs. CS,CP and AGS (Engg) attended the meeting and expressed our views on transfer policy being adopted in the circle. GM (HR) assured to discuss the matter with CGMT and convene meeting to finalise the policy after discussing with CGMT. DGM (A) Circle office was also present in the meeting.
DoT today withdrawn its earlier letter No. 24-1/2018-SR dated 21.02.2018 vide which latest status on the charter of demands of Unions and Associations was intimated denying all the demands.
Marvellous March to Sanchar Bhawan on 23.02.2018:
We salute and express our sincere gratitude to all the participating comrades in “March to Sanchar Bhawan” program on the call of All Unions and Associations of BSNL and making it a grand success. Today morning at 11.30 hrs in Eastern Court building of BSNL Corporate Office compound More than 5000 comrades gathered from nook and corner of the country to participate in the “March to Sanchar Bhawan”. The March to Sanchar Bhawan was flagged off from the Eastern Court Building, Janpath to Sanchar Bhawan. Before commencement of the march all India leaders of different trade unions of CITU, INTUC, AITUC etc i.e. Comrade Shri Tapan Sen, Hon’ble Member of Parliament and Secretary General CITU, Shri Vidhya Sagar Giri, Secrteray, AITUC, Shri Jile Singh, INTUC leaders addressed the gathering and extended their full support to the struggle of BSNL employees.
The March was forcefully ended by Delhi Police at Sansad Marg Police Station near Sanchar Bhawan. On the assurance of police to arrange a meeting Seretary Telecom March culinated in a big meeting which was adddressed by all the General Secretaries of participating Unions and Associations including Comrade Prahlad Rai, General Secretary, AIBSNLEA.
A huge gathering of more than 5000 emoloyees gave patient hearing to all the speakers encouraging through slogans. More than 400 Comrades from AIBSNLEA BSNL Corporate Office Circle, Delhi Circle, Haryana Circle, Punjab Circle, Rajasthan Circle, Tamil Nadu Circle and UP (West) Circle participated in the March.
After adjournment of the meeting all the General Secretaries of the Unions and Associations of BSNBL were escorted by Police to Sanchar Bhawan to arrange a meeting with Secretary (Telecom). Initially Secretary Telecom directed Police to take all the leaders to meet Special secretary (T), DoT but all the leaders categorically told that we will meet only and only with Secretary (Telecom) otherwise all the employees will be called in DoT to demonstrate immediately. After some time Secretary (Telecom) agreed to meet the leaders in committee room.
Secretary (T) along with SS (T), JS (A) and Director (PSU) attended the meeting in the presence of Police and started discussions. All the leaders expressed their serious anguish against the negligent attitude of DoT administration towards the issues of BSNL employees even the Secretary (Telecom) is not granting meetings. They apprise in detail the justification of the demands i.e. implementation of 3rd PRC with 15% fitment benefits, settlement of let out issues related to 2nd PRC, pension revision of BSNL pensioners, Rollback of Tower Subsidiary, No reduction in retirement age from 60 to 58 years and no VRS etc. Secretary (Telecom) mentioned that she have been meeting with BSNL leaders on different occasions and she is not denying meetings. However, she explained that the issues are already in her knowledge but she is not the final authority to decide. Matter is being discussed tomorrow with Hon’ble MOSC (I/C), head of the organization for consideration. Regarding 3rd PRC Secretary (T) mentioned that matter has already been referred to DPE for comments. She further mentioned that she is supporting BSNL being a state owned company.
After the meeting with Secretary (Telecom) all the General Secretaries met CMD BSNL and Director (HR) BSNL Board and apprised about the discussions took place with Secretary (Telecom). CMD informed that in tomorrow’s meeting he will also remain present along Secretary (Telecom) in the meeting with MOSC (I/C)
All the General Secretaries of all Unions and Associations will meet tomorrow morning at 1100 hrs to discuss the strategies for the meeting with Hon’ble MOSC (I/C) and thereafter will meet with MOSC (I/C) at 12.30 hrs.
The future course of actions will be decided all the outcome of the meeting with MOSC (I/C) and request the BSNL employees to implement ongoing agitation program of Work According to Rules successfully.

DECISIONS OF THE MEETING OF “ALL UNIONS AND ASSOCIATIONS OF BSNL” HELD ON 24.01.2017.
A meeting of “All Unions and Associations of BSNL” was held at New Delhi on 24.01.2017. GS and President attended the meeting.
The following decisions are taken:-
*The meeting decided to effectively organise the Indefinite Work According to Rule from 30.01.2018. This programme is to be effectively organised in all circles.
*Full day Sathyagraha agitation is to be effectively organised for 5 days from 30.01.2018 at Corporate Office, Circle and District levels.
*Steering Committees (consisting of BSNLEU, NFTE, SNEA and AIBSNLEA) are to be formed in all Circles and Districts to effectively plan and organise the struggles. The Steering Committees will meet as and when required for giving necessary guidance.
*Poster will be designed and uploaded on the websites of the Unions and Associations. These posters shall be printed by the circle unions (in the regional languages if necessary) and distributed to all the stations.
All the District Secretaries are requested join with all District Secretaries of other unions and associations for planning and organising the struggles. Any further information from CHQ will be intimated in due course.

Meeting with PGM (Pers):
GS, AGS (HQ) met PGM (Pers) and discussed regarding.
a) Implementation of Hon’ble Supreme Court Judgement on TES Group-B seniority. We requested for the implementation of Hon’ble Supreme Court Judgement on TES Group-B seniority. PGM(Pers) mentioned that he has discussed the matter with the concern officers of Pers. Cell and after taking legal opinion he will send the finding/proposal to the competent authority for approval and implementations. He assured an early action in this regards.
b) CPC from DE to DGM of left out cases. We requested PGM(Pers) for expediting CPC from DE to DGM of the left out cases of last CPC. PGM(Pers) mentioned that he will discuss the matter with the competent authority on the basis of clarification received on catchup rule of SC/ST and thereafter necessary action will be taken in this regard.
c) CPCs to fill-up the vacant SDE/AO and DE/ CAO/ EE(Civil) vacant posts. We requested PGM(Pers) to expedite CPCs to fill-up the vacant posts of SDE/AO and DE/ CAO/ EE(Civil). PGM (Pers) mentioned that the CPCs were processed but due to the Judgement delivered by Hon’ble High Court Chandigarh on SC/ST roster implementation and against this Judgement the 3 SLPs have been filed in the Hon’ble Supreme Court. The matter is now tagged with the similar cases and transferred to the 5 Judges constitutional bench of Hon’ble Supreme Court. Hence, after seeking the clarification from Hon’ble Supreme Court, the further action may be taken. We pleaded that the promotion orders on Adhoc basis may be issued subject to outcome of the SLPs. PGM(Pers) assured to look into the matter.
d) Implementation of CPSU cadre Hierarchy. We apprised him about the stay vacation by the Hon’ble CAT Ernakulum of CPSU Cadre Hierarchy approval. We pleaded that all the discrepancies/ shortcomings of the CPSU cadre hierarchy proposal should be rectified by taking into consideration the views/ suggestions given by AIBSNLEA to avoid further litigations. PGM(Pers) mentioned that the proposal is under consideration and in the next Board meeting scheduled to be held on 7th Feb-2018, it will be discussed for approval.
e) Implementation of Hon’ble Supreme court interim order on TES Group-B (LDCE Quota). PGM(Pers) mentioned that implementation of the Hon’ble Supreme court interim order on TES Group-B (LDCE Quota) is under consideration and it is decided these LDCE Quota SDEs will be considered only for look after arrangement in DE cadre. But the final seniority will be decided after the final Judgement given by the Hon’ble Supreme Court and thereafter only DE Adhoc or regular promotions can be made.
Meeting with CMD BSNL:
CMD BSNL convened a meeting of the members of steering committee of All Unions and Associations of BSNL. Comrade GS attended the meeting wherein CMD BSNL mentioned that this year we all from TM to CMD should concentrate to strengthen BSNL’s Sales & Marketing work. He apprised that BSNL’s net worth is about 35,000 Crore. The operational profit of BSNL last year was about 4000 Crore that was significant to other private operator. The EBITDA of BSNL was positive of Rs. 1684 Crore. BSNL’s asset reserves is Rs. 91684 Crore, land value is about 789 Crore. The loss of BSNL has gone down. BSNL is having only 4200 Crore’s loan which is insignificant comparison other Telecom Operators. In view of this BSNL is a very strong organization, neither SICK nor incipient SICK.
CMD further mentioned that 4G spectrum and technology is a must in BSNL for the public perception and its requirement. In view of that BSNL Board has already taken a decision in its last Board meeting held on 21.12.2017 to get allocated 4G spectrum from DoT and DPR has been sent to DoT for approval. BSNL needs to pay Rs. 16000 Crore to get allocated 4G spectrum from DoT for next 10 years. BSNL has decided to launch 4G mobile service on 31st January 2018 by improving its existing mobile network in some of the Circles. After allocation of 4G spectrum from DoT, the 4G service will be rolled out throughout the county. We have requested DoT to utilize 5000 Crore remaining equity of BSNL in allocation of the 4G spectrum. Rs. 17500 Crore was Govt. equity in BSNL at the time its formation. Out of which equity of about Rs. 12500 Crore has already been utilized. 50% spectrum charges can be adjusted against equity and remaining amount will be paid in 10 installment in 10 years. In this manner BSNL is trying to get 4G allocation from DoT at the earliest.
On the issue of creation of Tower Subsidiary, CMD mentioned that in case the Tower Subsidiary 100% control remains with BSNL than it is beneficial to BSNL otherwise it may not be beneficial. The appointment of CMD Tower Subsidiary Company has been decided by DoT which was not in his notice. All the representatives expressed their resentment against the creation of Tower Subsidiary.
Regarding 3rd PRC, we expressed our serious concern against delay in DoT in giving approval for its implementation in BSNL. We explained that revision of pay of BSNL employees is a must to keep them motivated and in the interest of BSNL’s viability. The revision of pension of BSNL pensioners should also be settled immediately by DoT. We requested CMD BSNL to use his good office to get the approval of Hon’ble MOS (C) (I/C) in this regard. CMD assured to discuss the matter further in DoT and Ministry.
CMD appealed that despite of some constraints we all employees of BSNL should concentrate to increase its revenue by strengthening Sales and Marketing.

Unanimous decisions taken in today’s meeting of “The All Unions and Associations of BSNL” to intensify the struggles for achieving wage revision and for the ‘rolling back of the creation of Subsidiary Tower Company’.
“The All Unions and Associations of BSNL”, held it’s meeting at New Delhi today to discuss about the steps to be taken for intensifying the struggles for the settlement of 3rd Pay Revision and to ensure the ‘rolling back of the creation of Subsidiary Tower Company’. The meeting was attended by the General Secretaries / Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, FNTO, BTEU, SEWA BSNL, AIGETOA, BSNL MS, TEPU, BSNL ATM and TOA BSNL. The meeting was presided over by Com. K. Jayaprakash, GS, FNTO. The following decisions are taken unanimously for intensifying the struggles to achieve the demands.

(6) A Steering Committee consisting of the General Secretaries of BSNLEU, NFTE, SNEA and AIBSNLEA is formed to monitor the struggles.

Superannuation Pension Scheme for DR employees of BSNL
BSNL increases the existing rate of Employer’s Contribution towards Superannuation Pension Scheme in respect of DR employees of BSNL from 3% to 5% of Basic Pay Plus DA per Month w.e.f. 01.04.2017.
Tower Subsidiary Formation: Countrywide Protest Demonstration on 08.01.2018
Government is going ahead with the formation of Tower subsidiary formation irrespective of the strong opposition from the employees. It was told that it will be subsidiary of BSNL but Government has now appointed a Chairman Cum Managing Director for the new Tower Subsidiary company, making its intentions clear, day by day.
To protest it, as an immediate response, all Unions and Associations have decided to hold demonstration throughout the country on 08.01.2018. All the Circle/District Secretaries are requested to ensure 100% participation in these demonstrations and make it a grand success.
Further course of action will be decided in the meeting of all the Unions and Assns scheduled for 08.01.2018 at CHQ.

DOT appointed Shri Amit Yadav (IAS) ,Joint Secretary (Admin), DOT as CMD of tower subsidiary company of BSNL.
DOT vide its letter no.79-51/2017 -SU dated 21.12.2017, has appointed Shri Amit Yadav (IAS) ,Joint Secretary (Admin), DOT as CMD of tower subsidiary company of BSNL. It seems that the Government is moving fast to operate tower subsidiary. It is surprising that as per Union Cabinet decision the tower subsidiary will be fully owned by BSNL , but after seeing the DOT order it is difficult to understand that whether tower subsidiary will be controlled directly by DOT or through BSNL. We strongly oppose such active move of Government to fragment BSNL assets. Click here for letter.

27-12-2017 :: GS, President, FS & AGS (Finance) met PGM (Pers) and discussed regarding.
a) CPSU cadre hierarchy implementation:- PGM (Pers) mentioned that the most of the suggestion given by AIBSNLEA have been incorporated in the CPSU cadre hierarchy proposal submitted to the BSNL Board but before the Board meeting Hon’ble CAT Ernakulum Bench has granted stay order on the proposal itself. The case has been filed by some JTO’s qualified LDCE and waiting for promotion. He mentioned that the case will be heard on 3rd Jan-2018 and before that BSNL reply to the Hon’ble CAT. He mentioned that as soon as the stay order is vacated the CPSU cadre hierarchy proposal will be placed before the BSNL Board for approval. We further requested to ensure to consider reference points for next promotion from the date of last DPC, SDE/AO to SDE/CAO promotion after 7years only instead of 12 years and withdrawal of MT recruitment provision. PGM (Pers) was non-committal on these issues.
b) Consideration of some SDEs/ DEs /DGMs request transfers: – We requested for consideration of some SDEs/ DEs /DGMs request transfers. PGM (Pers) assured to look into the pending cases for their early settlement.
Meeting with GM (FP), BSNL, CO
27-12-2017 ::GS, President, FS & AGS (Finance) met GM (FP) and discussed regarding.
a) CPC from JAO to AO:- GM(FP) informed that CPC was initiated to fill up the vacant AO posts but the Hon’ble CAT Bangalore has granted the stay order on the existing seniority list of JAOs. The case is will be heard in the month of Jan-2018.
b) Consideration of some request transfers of AOs/ CAOs/ DGM (F):- We requested for consideration of request/ tenure transfer of AOs/ CAOs/ DGM (F). GM (FP) directed to DGM (SEA) to examine all the pending cases and issuing transfer orders.
c) Relieving of AOs/CAOs from Chhattisgarh & MP Circle: – We requested for relieving of AOs/CAOs from Chhattisgarh and MP Circle. GM (FP) mentioned that already the substitutes from other Circles have been posted to the Chhattisgarh and MP Circle. Now all the transfer orders will be implemented through ERP shortly.
d) Clarification on hard tenure Circle to West Bengal Circle: – We requested for issuing clarification on hard tenure Circle to West Bengal Circle from BSNL CO. GM(FP) assured to issue clarification at the earliest.
Deduction of Association subscription from the salary of members of AIBSNLEA:
BSNL Corporate Office has issued instructions to all CGMs and GM (CA)/GM (IT) BSNL CO regarding deduction of monthly subscription @ Rs. 80/- per month from the month of January 2018 and onwards from all the AIBSNLEA members through out the country.
AIBSNLEA CHQ had requested for this in compliance to a resolution passed by the AIC Nasik followed by confirmation for implementation by CWC Trivandrum.
Meeting with Member (T), Telecom Commission:
26-12-2017 :: GS, President & AGS (Finance) met Member (T) Telecom Commission and discussed regarding support to BSNL by giving some IT projects of DOT to BSNL being a state owned company. Member (T) mentioned that DOT has already take an initiative for external stake holders wherein some IT initiative projects can be taken by BSNL i.e. Central Equipment Identity Registry (ITPC) may carry out the work in coordination with (C-DOT), Disaster Management, Smart DoT (ITPC may carry out the work), Smart DoT Plus (for field units) ITPC may carry out the work etc. He advised that BSNL should take such projects from DoT to earn good revenue and it is easy for BSNL to execute these projects through their infrastructure and expertise.
Meeting with Member (S), Telecom Commission:
26-12-2017 :: GS, President & AGS (Finance) met Shri Lav Gupta New Member (S), Telecom Commission and greeted him on assuming the high office of Member (S) and requested him to support BSNL. Member (S) mentioned that we are very much concern for the better health of BSNL since we have worked in BSNL and we are aware of its strength. He further mentioned that before 9-10 years when he was working in TRAI that time also he used to support BSNL in many aspects in the interest of Govt. and people.
We requested him for the implementation of 3rd PRC recommendation with 15% fitment benefit in BSNL which has already been approved by BSNL Board and has been sent to DoT for issuance of PO but it is getting delayed. Also requested for revision of pension of BSNL pensioners as they are not concern with the affordability clause of 3rd PRC report. Member (S) assured to discuss the matter with DDG (Estt.) for an early action in this regard.

a) Implementation of 3rd PRC with 15% fitment benefit in BSNL: Director (PSU) mentioned that the matter is under consideration but it may take some time in settling affordability clause issue.
b) Restructuring of ADOL cadre: We requested for giving clearance on BSNLs proposal to restructure the ADOL cadre. Director (PSU) mentioned that the matter has been processed to internal finance of DoT for concurrence and the clearance is expected shortly.
c) Replacement of E-1A by E-2 and E-2A by E-3 pay scales: We requested for reconsideration of the issue of replacement of E-1A by E-2 and E-2A by E-3 pay scales. Director (PSU) mentioned that the matter has been sent to DOP&T/DPE for clarification on this issue.

26-12-2017 :: GS, President & AGS (Finance) met Director (HR) BSNL, Board and discussed regarding.
a) Implementation of 3rd PRC with 15% fitment benefit:- We requested Director (HR) BSNL Board to use her good office in DoT to get cleared the BSNL Board Proposal on 3rd PRC implementation in BSNL. Director (HR) mentioned that she has been trying to convince the DoT officers for 3rd PRC implementation in BSNL for its viability and hoping that Hon’ble MOC (I/C) will consider the proposal for its implementation.
b) CPSU Cadre Hierarchy: We expressed our concern against non-consideration of our views before the draft proposal of CPSU cadre hierarchy submitted to the BSNL Board meeting for approval. Director (HR) mentioned that the last BSNL Board meeting the matter was under agenda but could not be discussed due to the stay order granted by the Hon’ble CAT Ernakulum. However, she directed OSD and GM(SR) to hold a meeting with our association and to discuss the CPSU cadre hierarchy proposal. She advised OSD and GM(SR) to put-up our views before her for further discussion. She assured that our views will be taken under consideration.
c) Implementation of Hon’ble Supreme Court Judgement on TES Group-B seniority and pay fixation: We requested for implementation of Hon’ble Supreme Court Judgement on TES Group-B seniority and pay fixation. Director (HR) assured for an early action in this regard.
d) CPCs to fill up the vacant Group-A and Group-B level posts: We requested Director (HR) to seek the legal opinion on holding of CPCs on Adhoc basis to fill up the vacant Group-A and Group-B level posts subject to outcome of the Court Cases. Director (HR) assured to look into the matter.

Status update on the Rule 206 seniority issue of TES Gr. B Officers pending in the Hon’ble Supreme Court of India:
The captioned matter C.A. No. 4389/2010 and connected matters were listed today as Item No. 101 in Court No. 11 before Hon’ble Justice A.K. Goel and Hon’ble Justice U.U. Lalit at the Hon’ble Supreme Court of India. This was consequent upon implementation of Hon’ble Supreme Court Order dated 21.01.2015 and recommendations of the Expert Committee and after hearing all the parties Hon’ble Supreme Court passed orders that no further orders are required after the recommendations of the expert committee.
However, the Hon’ble Court allowed the prayer of BSNL with regard to payment of arrears that nop arrears be paid but pay finalization with their seniority be re-fixed and be paid same from 01.01,.2018. It will also include pensionary benefits.
So far 45 SDEs promoted in 1993 are concerned, out of them 3 are in BSNL and 11 are in MTNL, their promotions will not be disturbed since their promotions is already protected in earlier judgment.

13-12-2017 :: All Unions & Associations CHQ leaders met today and congratulated the BSNL employees for making two Day strike a complete success. The meeting also criticized and condemned the negligent attitude of DOT administration and BSNL Management towards BSNL employees strike and their legitimate demands. Further decided to hold meeting on 08-01-2018 at 15.00 hrs in FNTO office T-16, Atul Grove Road New Delhi to decide the future course of actions for launching hard Trade union actions in terms of Parliament March/ Sanchar Bhawan including indefinite strike.

Hon’ble PB CAT New Delhi Directions on DOT letter dated 05.07.2017 regarding withdrawal of additional increment in the same scale on functional promotion under EPP:
On dated 04.12.2017 Hon’ble PB CAT New Delhi heard argument of learned counsel for applicants and learned counsel for Respondent No. 2 Mr. D.S. Mahendru, learned counsel for Respondent No.3 interalia drew my attention to Annexure R/3 letter dated 05.09.2017 of BSNL through all Heads of Telecom Circle /Head, BSNL. That the implementation of inquiry no. Annexure A/1 letter dated 05.07.2017 of DOT has been kept abeyance in view of the stay granted against it at Jaipur Bench of Tribunal in O.A. No. 291/435/2017 which was heard on 21.08.2017.
For arguments of learned counsel Respondent No. 1 and Respondent No. 2 has been listed on 11.12.2017 to be heard.
Meeting with PGM (Pers) BSNL CO
GS, President, FS, AGS(HQ) and AGS (Finance) met PGM(Pers) and discussed regarding CPSU cadre Hierarchy implementation in BSNL. PGM (Pers) informed that the draft proposal prepared by Pers cell has been approved by Management Committee of BSNL Board and has been sent to CGM (Legal) to put up in the next BSNL Board Meeting for approval. He appraised that some suggestions/ views given by AIBSNLEA have been considered i.e. Designation of Jt. DGM in E-5 Grade as per Khan Committee report, bench marks on numeric basis and some relaxation to SC/ST candidates in bench marks etc. he further mentioned that cut-off date of implementation has remained 01.01.2017 and MT recruitment will take place as per existing MT RRs.
He mentioned that he has informed about the discussions held with all the Executive Associations to the Management Committee and thereafter he has taken the approval. We strongly opposed the MT recruitment as STS level, SDE to DE equivalent promotions within 7 years instead of 12 years and demanded cut-off date as reference to next promotions from the date of last CPC. PGM(Pers) during discussions told that initially Pers. Cell proposal was up to Sr. SDE to make functional Promotions on time bound manner but with the persuasion of AIBSNLEA the competent authority directed them to make the proposal up to AGM level and now again some modifications in the earlier draft proposal have been made on the suggestion given by AIBSNLEA. However, we will discuss the matter to CMD BSNL and Director (HR) to appraised our concern in this regard.

a) Payment of pension contribution on actual basis instead of maximum of the Pay Scales:-GM(SR) informed that establishment Cell of DOT has supported BSNLs proposal but the internal finance of DOT is not in favour to recommend the case to DOE. However, we have to take the legal opinion in this regard on DOP&T orders.
b) Sanction of special C/L to the Circle/ District level office bearers of AIBSNLEA:- GM(SR) informed that matter is under consideration and shortly some decision will be taken by the competent authority.

19.11.2017 :: AIBSNLEA Telangana Circle body expresses deepest condolences on the sad demise of Sri.T S R Anjaneyulu DGM (Legal) Circle office Hyderabad Today on 19.11.17 at 10.40 AM in Virinchi Hospital due to cardiac arrest. May his soul rest in peace. We pray god to give courage to the bereaved family members to bear the loss.

A meeting of the All Unions and Associations of BSNL, was held at New Delhi today the 14.11.2017. Com. Chandeswar Singh, GS, NFTE, presided over the meeting. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, FNTO, SEWA BSNL, BSNL MS, AIBSNLOA, BSNL ATM, BSNL OA and BEA BSNL attended the meeting. Comrade GS and Comrade President attended the meeting from AIBSNLEA side. The following decisions are taken unanimously.
- The date of the human chain is changed, with a view to facilitate more time for the mobilization. Now, the human chain will be held during lunch hour on23.11.2017.
- The strike notice for the two day strike, to be held on 12th& 13thDecember, 2017, will be served on the Management and the DoT on 23.11.2017.
- At the circle level, a meeting of all the circle secretaries of the unions and associations should be held on 18.11.2017. The ways and means to effectively organize the human chain and the two day strike, should be discussed and decided in these meetings. (At the Corporate Office this meeting will take place on 17.11.2017)
- The last date for submission of memorandum to the Hon’ble MPs has been changed to 30.11.2017. A copy of the memorandum to be submitted to the Hon’ble MPs, will be circulated within a day or two.
- Posters and hand bills will be printed at the All India level, by the All Unions and Associations of BSNL, in English and Hindi, and it will be sent to the circles. The expenditure for these will be borne by all the unions and associations. The posters and hand bills should also be printed in the regional languages, at the circle level.
- To effectively organize the strike, meetings will be organized in important cities / centers, as per the following details. All India leaders of the All Unions and Associations of BSNL will address these meetings.

Meeting with PGM (Pers.), BSNL Corporate Office:
GS, President and AGS (HQ) met PGM (Pers.) and discussed regarding CPSU Cadre Hierarchy issue. PGM (Pers.) shared the draft proposal on CPSU Cadre Hierarchy as approved by BSNL Management Committee under the condition to discuss it with all the executive associations before submission to BSNL Board.<<<Click here for draft proposal
Status on CPSU Cadre Hierarchy
Management Committee of BSNL Board has discussed & approved in principle the draft proposal submitted by PGM(Pers.) to BSNL Management Committee but BSNL Management Committee has advised Pers. Cell to have discussions & to take opinion of other executives’ associations also mainly with AIBSNLEA before submitting the proposal to the BSNL Board for approval.
Majority Executive Association in coordination with PGM(Pers.) has formulated the CPSU Cadre Hierarchy draft proposal wherein the recommendations on CPSU Cadre Hierarchy by KHAN Committee has been diluted / distorted which is against the terms & conditions of the assurances given before absorption to BSNL executives. The GS Majority Executive Association was also one of the members of KHAN Committee who signed the recommendations & now deviatedfrom that.
AIBSNLEA will protest against the such proposal which will harm the assured career progression.

31-10-2017 : CS, CP, AGS (Engg), ACS (Fin), Circle FS and Advisor met CGMT Sri. L.Anantharam and congratulated on his assumption of charge as Regular HAG on promotion. During duscussion the CGMT requested all the staff put efforts to get maximum port in from R.Com on its closure of services. We have requested the CGM for early relief of Com. Bashavali AGM from Mahabubnagar SSA to Hyderabad.

Status on implementation of 3rd PRC in BSNL.
24-10-2017::It is understood that today morning in BSNL Full Broad Meeting, the presentation on 3rd PRC implementation with 15% fitment benefits was made by Director(HR), BSNL Board, wherein it seems that the issue will get clearance of BSNL Board.
It is also understood that BSNL Board has cleared increase on superannuation benefits from 3% to 5% and modification in SDE RR.
The confirmation on the above issues will be available after the signature of all the Board of Directors on the minutes.

28-09-2017 : Submitted memorandum to the Hon’ble Member of Parliament (LS) Sri.Bandaru Dattatreya Garu at State BJP Office on 28-09-2017 at 11.30 AM as a part of organizational programmes call given by CHQ. CS, CFS and Advisor (South) CHQ along with Circle representatives of other Sister unions from BSNLEU, NFTE, BTEU (BSNL) and Circle Secretary SEWA Telangana. Com. S.Narendra Advisor (South)CHQ explained about the importance of BSNL and implementation of 3rd PRC to employees of BSNL. Hon’ble MP heard patiently and also responded positively. GS Meeting with CMD BSNL:
21-09-2017:GS, AGS (HQ) and AGS (F) met CMD BSNL and discussed regarding implementation of 3rd PRC report with 15% fitment benefit in BSNL. CMD confirmed that the proposal regarding 3rd PRC report implementation with 15% fitment benefit in BSNL has been approved by the Management Committee of BSNL Board yesterday. Now, it will be sent to NRC & BSNL Board for approval shortly and thereafter to DoT for issuance of Presidential Directives.
It is understood that BSNL Management Committee has recommended implementation of 3rd PRC report with 15% fitment benefit in BSNL and suggested to revise the allowances/perks by BSNL ater teh approval of DoT on pay scale revision.
21-09-2017: GS Meeting with Member (Services), Telecom Commission, DoT:
GS, FS, AGS (HQ) and AGS (F) met Member (Services), Telecom Commission, Dot and discussed regarding:
A. De-linking of the revision of Pension of BSNL Pensioners from the revision of pay scales of BSNL serving employees: We requested for de-linking of the revision of Pension of BSNL Pensioners from the revision of pay scales of BSNL serving employees in view of the fact that BSNL Pensioners are not related with the profit & loss of BSNL. BSNL Pensioner’s pension should also be revised like revision of the pension of the Central Govt. employees. Member (S) appreciated our concern and assured to recommend the case to DPE and Cabinet Secretariat for consideration.
B. Payment of pension contribution of BSNL employees on actual basic pay instead of the ,maximum of the pay scale: We requested Member (S) to consider and give favourable remarks on BSNL’s proposal for DPE. Member (S) assured for favourable remarks in this regard.
21-09-2017:Status of the Court Cases against the DoT order dated 5.7.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP.
AIBSNLEA had filed an OA vide O.A./100/2649/2017 in Hon’ble Principal Bench CAT New Delhi against the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP. The case came up for hearing today in the Principal Bench of Hon’ble CAT (Court No. 4 Item No.-11). the case was argued by the councillor of AIBSNLEA to grant an interim stay order on the implementation of the DOT order dated 05.07.2017 for withdrawal of additional increment by fixation in same scale on post based promotion under EPP. But the junior councillor of DoT informed that the rejoinder is being submitted today by the afternoon. Now, the case is postponed for hearing tomorrow.

14.09.2017: District conference of Warangal SSA held on 14.09.2017 under the president ship of Com.B.J.Rao DGM (O&I)). Com.K.Rammohan CP, S.Saya Goud CS, KNS Shankar Rao CFS, M.Venkatesham, ACS (Fin), Com. E.Ravinder Circle Organising Secretary , Com.B.Sreenivasulu Reddy AGS (Engg) and Com.S.Narender Advisor (South) attended the conference. Com. V.Rambabu Advisor, Com. S.V.Ramana Circle Vice President Com. M.Srinivas Dist.Secretary Karimnagar SSA and Com.Ramapathi Rao attended from Karimnagar. All the members of SSA were present in the meeting.
At the commencement of the meeting PGMTD Warangal Sri.Narender addressed the gathering and briefed about the various activities of Warangal SSA and informed that Warangal SSA has already achieved the FTTH Target. CS,CP Addressed the house and briefed the activities of the Association at Circle level. ACS (Fin) also addressed, CFS addressed the gathering and briefed the financial condition of Circle and requested for strengthening financial position. All the members have very actively participated in the deliberations and expressed their concern about Viability of BSNL, Implementation of 3rd PRC and stagnation in Promotions in all the Executive cadres and formation of separate subsidiary Tower company. Com. B.S.Reddy AGS Engg. While addressing answered all the questions raised by the members. He has explained in detail about various issues at CHQ and all the issues of Executives, financial viability, CPSU Cadre Hierarchy, Implementation of 3rd PRC in BSNL with 15% fitment. While concluding his address he has told that, “ Numbers of members in the Association is not the criterion – Dedication and willing to work for the organization (BSNL) and the Association (AIBSNLEA) only important”. AIBSNLEA decides to participate in the demonstration call given by all BSNL’s Unions & Associations during lunch hour on 15th Sept., 2017 to protest against the creation of BSNL Tower Subsidiary Company.

07-09-2017 GS, President met GM(SR) and discussed regarding
a) Payment of pension contribution on actual basic pay instead of maximum of the pay scale: GM (SR) informed that matter is under consideration to DOT to reply DOE queries on BSNL proposal. The establishment cell of DOT yet to process the BSNLs reply on DOE queries for financial concurrence to the internal finance of DOT. GM (SR) mentioned that he is closely monitoring the developments and pursuing in DOT for positive reply to DOE. He further mentioned that in case BSNL request for payment of pension contribution on actual basic is considered by Govt. than BSNL will be saving 1600-1700 crores per annum and it will pave the way in getting implemented 3rd PRC in BSNL.
b) Special C/L to the Circle/ District level office bearers of AIBSNLEA. We further requested to allow special C/L to the Circle/ District level office bearers of AIBSNLEA. GM (SR) again assured an early action in this regard.

GS Meeting with PGM (PF), BSNL CO ON 06.09.2017
GS, President met PGM (PF), BSNL CO and Chairman Committee on 3rd PRC and discussed regarding finalization of 3rd PRC report for submission to the Management Committee of BSNL Board for approval. PGM (PF) informed that today she has submitted the committee report to GM (Estt.) for further necessary action.
It is understood that committee has recommended 15% fitment benefit with some conditions wherein the main emphasis may be on 3rd PRC implementation in BSNL. With this BSNL will incurred additional Rs.272 Crores financial burden for executives and about Rs.725 Crores for non-executives wage revision wherein Basic +DA will be merged in new pay scale band which will increase the pension, commutation value and remove the stagnation in the existing scales. 15% fitment benefit the financial impact will be about Rs. 2500 Crores.
We have been pleading that 15% fitment benefit recommendations should go from BSNL to DOT to keep the BSNL employees motivated and for its growth. Now after the BSNL management committee approval the 3rd PRC proposal will be placed before the nomination committee of BSNL Board wherein independent and Govt. nominee Board of Directors will examine and approve, thereafter the agenda on 3rd PRC proposal with the clearance of DOT will be put up in the BSNL Board for its approval and it will be sent to DOT for approval and issuance of presidential directives. This whole process has to be closely monitored to ensure that the things are in positive direction.

TRANSFER OF GS TO HIS HOME TOWN PRIOR TO HIS RETIREMENT
As discussed and decided in CWC Meet Trivandrum, BSNL CO has issued the transfer order of GS to Rajasthan Telecom Circle office, Jaipur to his home town. Accordingly GS may take release by mid of Sept., 2017 and join Jaipur Circle Office to complete the pre retirement formalities from his home town. CWC has permitted GS for this transfer to avoid tackling any future hustle on pension and pensionary benefits from his home town.
GS will continue to discharge his responsibility from CHQ by taking his personal leave till his retirement. After retirement also, till next AIC, he will be available at CHQ as usual.
